Express Employment Professionals Fiscal Controller in Bremerton, Washington

The Fiscal Controller plays a proactive leadership role in ensuring the integrity and accuracy of the agency's accounting systems, supervises the Fiscal staff, and collaborates closely with funding sources, program staff, and department management. This position ensures compliance with local, state, and federal contracts, serves as backup for the CFO, and contributes to the modernization and advancement of key financial systems. The successful candidate will be part of a succession plan for future advancement within the agency.

JOB DUTIES:

May include but not limited to the following:

  • Reports to and collaborates with the CFO and ED on financial matters.
  • Ensures compliance with GAAP, AICPA standards, and relevant contracts.
  • Monitors accounting systems' accuracy and integrity.
  • Leads fiscal reviews conducted by various funders.
  • Manages grant billing, audits, and financial reporting, ensuring timely submission of audits and reports (e.g., 990 forms).
  • Oversees Fiscal operations including payroll, accounts receivable, accounts payable, general ledger, and benefits programs.
  • Supervises Fiscal staff, ensuring accurate and timely financial processing and reporting.
  • Manages the agency's bank reconciliation process and develops necessary quality control procedures.
  • Coordinates staff recruitment and placement in collaboration with HR.
  • Collaborates with department management to develop and review budgeting and accounting information.
  • Supervises the preparation of monthly, quarterly, and annual financial reports for funding sources and government tax agencies.
  • Develops reconciliation procedures and analyzes general ledger balances for accuracy.
  • Aggregates and presents financial data in a coherent manner to management and stakeholders.
  • Develops and maintains Standard Operating Procedures (SOPs) for fiscal functions, including billing cycles, audits, and deliverables.
  • Ensures compliance with internal processes and communicates policies to relevant staff.
  • Reviews and classifies financial transactions, ensuring alignment with policies and corrective actions where necessary.
  • Oversees funder audits and monitoring, ensuring the agency complies with fiscal grant requirements.
  • Coordinates annual inventory of fixed assets and performs fund accounting functions for designated programs.

Requirements:

  • Bachelor's degree and CPR or CMA and 4 years of experience in fund or government accounting, working with GAP and CFR 200 standards.
  • Demonstrated proficiency in budgetary and fund accounting skills.
  • Broad financial and accounting experience in non-profit setting.
  • Demonstrated ability to successfully lead a fiscal team.
  • Demonstrated ability to maintain confidentiality and a highly respected personal reputation.
  • Demonstrated ability to communicate effectively in writing and verbally, in English.
  • Demonstrated high level of proficiency in utilizing software applications to collect, maintain, and analyze financial data including, but not limited to spreadsheets, databases, and data tables, word processing, etc.

Pay: $95,000/year

 

Schedule:

Monday-Friday, 8:00AM-4:30PM
