Description
SUMMARY: This position provides technical accounting, budget and other administrative support for Program Managers, under the direction of the Controller. Responsibilities include monitoring, analyzing and maintaining financial transactions for a wide variety of OASAS, OMH and other Federal, New York State, and New York City funded programs; tracking revenues and expenditures, and preparing required internal and external financial reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties and responsibilities may be assigned.
Under the direct supervision of the Controller, the Grant Accountant will be responsible for the following:
Provide advanced, technical grants accounting support work for Program Managers and department programs.
Monitor, analyze and maintain financial transactions and accounting for a wide variety of programs funded by Federal, state and local grants.
Track revenues and expenditures by funding source. Reconcile grant and program financial statements to the general ledger by fund which may include many different grants.
Review data, identify errors through analysis, research, and interpretation of data, and provide recommendations to the General Ledger team and/or Program Manager in determining corrective action.
Provide accounting information and technical assistance to program managers and work with funding agencies to maintain compliance with grant requirements.
Report financial grant information from a variety of revenue sources. Prepare a variety of reports, statements, records, analyses, and financial compilations for Federal, state, and local regulatory agencies with various reporting periods according to specifications according to program needs. Prepare grant close-outs reports.
Prepare financial projections for RFPs, and grant applications.
Bill on contract awards and prepare the necessary billing documents, as appropriate.
Track due dates and prepare reports for grantor agencies, verify invoices for allowable costs, and prepare monthly grant requests for reimbursement.
Maintain and document internal accounting controls as required by Federal, state and local grantors to ensure appropriate use of public funds. Must be familiar with OMB Circular A133 and related pronouncements regarding Federal, state and local pass-through funds.
Assist in development and implementation of administrative, program and subcontract budgets.
Contribute to developing modifications to procedures and internal controls.
Maintain knowledge of Finance department operations and systems. Perform work within accounting parameters established by the department and applicable Federal and state laws and regulations.

REQUIRED EDUCATION:
- Bachelor’s degree or the equivalent, in accounting, finance, business administration or a related field from an accredited college or university.
EXPERIENCE:
Four years of progressive accounting experience, at least two of which are directly related to grant accounting,
Proficient in Microsoft Office, particularly Excel.
Ability to research and analyze data and resolve issues; read, interpret and apply policies, procedures, laws, and regulations, read and interpret medical procedures and terminology.
Knowledge of OASAS and/or OMH regulations, a plus.
Ability to function independently, attend to detail, work under pressure, and complete tasks on time.
Solid knowledge of US GAAP, Federal and State grants regulations, and governmental and nonprofit budgetary accounting.
Solid knowledge of Accounting Information Systems and financial statements.
Advanced data analysis, Excel skills, and high proficiency with MS Word.
Strong research ability and ability to manage multiple programs in high-pressure environment.
Detail oriented and extremely organized.
Effective, persuasive written and verbal communication skills.
WORK ENVIRONMENT
- This job operates in an indoor office environment. This role routinely uses standard office equipment such as computers, phones and photocopiers.
