What Success Looks Like In This Job

Adams County is seeking an Engineering Supervisor with professional engineering and project delivery experience. This position will lead our engineering team of 5-10 engineers and report to the CIP Division Manager. They will oversee the design, bidding and award of our CIP projects. These exciting and challenging projects include large roadway segments with new bridges, roundabouts, and roads, pedestrian and bicycle improvements, active transportation enhancements, complete streets, and drainage projects.

The ideal candidate will be a CO registered Professional Engineer with prior experience of leading a team and has experience in design development and construction public works infrastructure projects. The CIP Division is a collaborative group that provides the opportunity to take conceptual design and watch it transform into part of the built environment. Examples of Duties for Success

  • Assume management responsibility for the design services and activities of the CIP Division including capital improvements, and special projects including infrastructure design, including developing and reviewing construction plans, specifications, and engineer's cost estimates.

  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; and recommend and administer policies and procedures.

  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; and identify opportunities for improvement and review with the CIP Manager.

  • In consultation with the CIP Manager, plan, direct, coordinate, and review the work plan for the CIP Division; meet with staff to identify and resolve problems; assign work activities, projects, and programs; and monitor workflow, review and evaluate work products, methods and procedures.

  • Participate in the development and administration of the CIP Division annual budget including capital improvements funding; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approval of expenditures; and direct and implement adjustments as necessary.

  • Serve as liaison for the CIP Division with other County departments, divisions, and outside agencies; and negotiate and resolve significant and controversial issues.

  • Provide responsible staff assistance to the CIP Manager and prepare and present staff reports and other necessary correspondence.

  • Conduct a variety of organizational studies, investigations, and operational studies and recommend modifications to Division programs, policies, and procedures as appropriate.

  • Ability to prepare grant applications; utility relocation and development; and experience developing or overseeing public outreach plans for capital projects.

  • Participate on a variety of boards and commissions; attend and participate in professional group meetings; and stay abreast of new trends and innovations in the field of engineering.

  • Review and approve plans and specifications, designs, environmental documents, reports and studies and review sign tract maps and lot line adjustments.

  • Respond to and resolve difficult and sensitive citizen inquiries and complaints, review claims of contractors against the County.

  • Perform other related duties and responsibilities as required.

Qualifications for Success

  • Principles and practices of civil engineering and administration.

  • Project development, planning, design, and construction as applied to public works projects.

  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.

  • Recent developments, current literature, and sources of information regarding civil and structural engineering.

  • Direct the operations of a modern engineering services division.

  • Manage, direct, and coordinate the work of supervisory, professional, and technical personnel.

  • Select, supervise, train, and evaluate staff.

  • Recommend and implement goals, objectives, and practices for providing efficient engineering services.

  • Prepare and administer a division budget.

  • Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

  • Interpret and apply Federal, State, and local policies, procedures, laws and regulations.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success

Education and Training: Equivalent to a Bachelors degree from an accredited college or university with major course work in civil engineering or a related field. Or may substitute experience on two years to one basis.

Experience: 10 years of increasingly responsible professional civil engineering experience including two years of administrative and supervisory experience.

License or Certificate: Possession of a Colorado Certificate of Registration as a professional engineer in civil engineering preferred but is not required.

Background Check: Must pass a criminal (CBI) background check.

Other: Possession of a valid Colorado driver’s license.
