HR Deputy Director - Recruitment and Operations Officer

POSITION DETAILS

The HR Deputy Director reports directly to the Executive Director of Human Resources. The Deputy Director will serve as a senior member of the Office of Human Resources. S/he will provide advice and counsel, recommend strategies and approaches, and provide hands-on support to address and resolve issues while providing the highest level of responsiveness and service to the College community.

In addition to the CUNY Title Overview duties, the Deputy Director will:

  • Oversee and mentor HR staff to ensure the department serves as a model for professionalism, competency, teamwork, efficiency, accuracy, and innovation.

  • Evaluate current internal processes and procedures and make recommendations for improvements; identify pain points in current practices and implement new processes as needed.

  • Ensure compliance with CUNY rules and regulations as well as applicable federal, state and local laws.

  • Investigate and respond to employee complaints and concerns in a timely manner, working with managers to resolve where feasible.

  • Direct and implement all College and University initiatives and projects associated with the comprehensive administration and operation of Human Resources functions.

  • Analyze reports and data to make recommendations regarding best practices.

  • In consultation with the Executive Director, plan and implement processes related to recruitment, performance management, classification, compensation, payroll, and benefits.

  • Oversee all benefits, recruitment, timekeeping, and instructional and classified staff actions and processes.

  • Provide direction and leadership to administration and staff on HR policies, processes, guidelines and the CBA.

  • Take initiative to resolve complex and sensitive matters.

  • Participate in strategic planning for personnel resources, budget, and technology.

  • Provide guidance on recruitment, classification; collaborate with department heads to analyze and advise on department re-organizations, re-structuring plans, and staff development initiatives.

  • Work closely with budget to ensure recruitment is aligned with fiscal parameters.

  • Oversee the management of personnel records; perform routine audits to safeguard data.

  • Manage all search processes, onboarding, and background checks.

  • Work closely with the Executive Director and perform additional duties as assigned.

QUALIFICATIONS

Bachelor's Degree and eight years' related experience required.

Preferred qualifications:

  • Eight years’ Human Resources experience in higher education.

  • CUNY-specific knowledge-well versed in CUNY Collective Bargaining Agreements, Civil Service rules and procedures, and CUNY policies and processes.

  • Strong command of C1, TAM, CHRMS, NYCAPS, Pi, recruitment processes, and budget.

  • Exceptional analytical and problem-solving skills.

  • Strong work ethic, character, and professional integrity; demonstrated ability to work with the utmost professionalism, discretion, and confidentiality.

  • Ability to establish and to maintain strong working relations.

  • Demonstrated leadership and managerial skills with the ability to use sound judgement to make decisions and to resolve problems diplomatically.

CUNY TITLE OVERVIEW

Collaborates with campus or unit management to provide human resources leadership and to support related operations.

  • Directs human resources processes such as employment, benefits administration, recruitment and performance management

  • Manages staff responsible for providing employee services in the Human Resources office

  • Works with senior management in Human Resources, Labor Relations, and other areas to plan Human Resources strategies and programs; develops new Human Resources tools and programs to support management goals

  • Interprets regulations and policies of all kinds related to Human Resources, and advises senior executives and managers; reviews policies and procedures for improvement, and develops revisions

  • Ensures the integrity of Human Resources data, systems, records, and files

  • Independently researches sensitive Human Resources issues and assists executive management in their responses

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

$107,789 - $119,995; Salary commensurate with education and experience.
