RiseBoro Homecare Inc. Associate Director, Affordable Housing Compliance in BROOKLYN, New York
ESSENTIAL DUTIES AND RESPONSIBILITIES
As a member of the RiseBoro Property Management team, the Associate Director of Affordable Housing Compliance will manage the leasing and compliance function of over 2400 residential units encompassing Low-Income Housing Tax Credit (LIHTC) units, Older Adult Housing/Assisted Living facilities, and scattered-site residential and retail properties. Specific duties and responsibilities include:
Leasing
Oversee all aspects of apartment leasing such as waitlist management, processing applications, and maintaining compliance with HPD and other guidelines
Supervise the Leasing Manager to ensure that:
Leases are renewed and processed on time, accurately, and legally
All applicant files comply with the proper calculation of income, assets, rent levels, etc. to determine eligibility
Residential unit vacancies are filled in a timely and income and waitlist-compliant manner
Regularly reports to senior management on portfolio leasing compliance and unit vacancy
Implement and maintain policies and procedures to ensure efficient and accurate results
Compliance
Lead the development, implementation, and maintenance of compliance processes, procedures, and documentation.
Enforces and adheres to internal policies, rules, and regulations
Conduct internal training and testing in all areas of affordable housing compliance (individual and group)
Conduct internal audits and file reviews, including all move-in and annual recertification file review/approval for all managed properties
Monito regulatory agreements to ensure compliance
Develop, oversee, and update internal reporting controls, including monthly compliance matrices, and tracking occupancy rules to ensure ongoing program compliance
Lead audit coordination, oversight, and response
Attend compliance-related continuing education seminars
Fulfill special project requests as assigned by management
Recertifications:
Lead annual recertification process with appropriate staff including portfolio and property managers to ensure agency compliance with LIHTC and HOME recertification requirements and timely completion of work
Ensure staff responsible for ensuring completion of annual recertifications are appropriately trained and supported, including providing resources and developing efficient processes to meet recertification compliance needs.
Audit annual tenant recertification packages for compliance
Regularly reports to senior management on recertification progress and compliance
Annual DHCR registration
Ensure that annual building registrations are timely filed with DHCR for all applicable properties
Financial Management
Collaborate with Finance and Asset Manager to gather financial information for each project. Review and address corrections needed before sending them to investors and agencies. Prepare reports relating to the following areas: rent rolls, vacancies, lease renewals, and recertifications.
Investor Communication
Collaborate with the Risk Management team to ensure project insurance is sent to the appropriate individuals
Serve as a liaison between the Finance team and investors to ensure all financial reports are provided, as required
Site Visits
Attends sites visits with investors and funding agenciesCommunicates deficiencies to property managers, and monitors timely resolution of deficiencies
Reporting to Investors and Agencies:
Maintain regular communication and effective relationships with vendors, City agencies, and the local community
Coordinate timely submission of reporting to City and State Regulators and Investors and track reporting deadlines including but not limited to:
Annual State LIHTC compliance reports
Annual City LIHTC and HOME compliance reports
Annual HPD Maintenance reports
Investor Reports
Record keeping
Responsible for yearly monitoring of record keeping
Collaborate with property managers to correct deficiencies in record keeping
Collaborate with tenants in advance of audits to address predictable deficiencies
Yardi Mapping
Collaborate with Legal to review regulatory agreements and other pertinent documents to ensure the correct apartment unit in Yardi
Collaborate with Legal and Collections to ensure correct rent-regulated increases are captured annually in Yardi and leases are generated with correct rental increases
Collaborate with Legal and Collections to confirm rents are modified in Yardi after rent restructuring activities
Supervisory Responsibilities
Directly oversee and manage the Compliance and Leasing teams within the Property Management team
Provide leadership and direction to the team to ensure the delivery of high performance, acting as an enthusiastic, positive, and motivated coach
Take full responsibility for the performance management of the team to ensure that quality and deadlines are achieved and maintained and that any issues are managed in line with RiseBoro policies, procedures, and guidelines
Ensure the team is appropriately staffed at all times Coordinate training programs for new staff and identify training needs for current staff
Other related duties and special projects as assigned by the Director of Operations and Facilities or the management team
COMPETENCIES
Demonstrated experience in Affordable Housing required, including LIHTC and HOME regulatory experience
Demonstrated supervisory experience required
Demonstrated and applied knowledge of all City, State, and Federal agency regulations including DOB, ECB, HPD, EPA, DEP, DHCR, FDNY, and DOH
Superior organization, project management skills, and attention to detail
High level of commitment to quality work product and organizational ethics, integrity, and compliance
Ability to work effectively in a team environment
Strong interpersonal skills and the ability to effectively communicate, both written and verbally
Demonstrated decision-making and problem-solving skills
Detail-oriented with the ability to multi-task and meet deadlines with minimal supervision
Proficient with Microsoft Office Suite or related software, including intermediate to advanced working knowledge in Microsoft Excel
Experience with Yardi or similar platforms

EDUCATION AND EXPERIENCE
Bachelor’s degree in Real Estate, Management, Business Administration, or a related field preferred
A minimum of three (3) years of professional work experience in Affordable Housing, LIHTC, and HOME laws and regulations required
A minimum of two (2) years of professional supervisory experience required
LIHTC Certification required or must be obtained within 90 days of employment
