This position at the Minnesota Pollution Control Agency involves conducting economic analyses to support regulatory and policy efforts aimed at protecting water, air, land, and renewable energy resources. The incumbent will evaluate and quantify the benefits, costs, incentives, and impacts of various alternatives using economic principles and statistical techniques. They will also assess ecosystem services tied to maintaining water quality for a range of uses. Key responsibilities include conducting independent research, correlating complex technical findings, and interpreting economic theories and reports. The role provides financial analysis support for activities such as compliance ability-to-pay cases, natural resource damage assessments, water quality variances, and antidegradation reviews. Additionally, this position supports agency staff by performing economic, financial, and statistical analyses.

Minimum Qualifications

Three (3) years of advanced professional experience that demonstrates:

Economic and policy analysis experience.

The ability to develop creative solutions to complex issues using economic principles, scientific processes, and statistically driven design.

Experience preparing comprehensive reports summarizing information into tables or texts. Experience interpreting governmental or financial policies.

The ability to present information, both in writing and verbally, to agency staff and management, as well as stakeholders, external partners, and the public.

Experience coordinating and participating in internal and external stakeholder engagement activities.

Preferred Qualifications

Experience in in applying economic and financial principles to inform environmental regulatory decisions.

Experience with state government financial policies and practices.

Experience in managing large data sets and statistical design within the environmental field.

Expertise with statistical computer packages (including R and SAS) and mastery of ArcMap, and Microsoft products (Word, Excel, Power Point, and Outlook).

Familiarity with the environmental Benefits Mapping and Analysis Program (BenMAP).

Physical Requirements

Requires occasionally lifting and/or carrying such as articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
