Your Opportunity

We are looking for a talented Operational Technology (OT) Data Management Practice Leader with extensive OT background, preferably in the water / wastewater industry, that wants to be part of a purpose-driven organization that is focused on helping our clients and colleagues better understand how to leverage collected data into powerful O&M and business management tools. The certified data management professional should have a long and proven track record in the assessment, design, and deployment of data management, data analytics, and user interface strategies for large and complicated infrastructure projects. The successful candidate will be expected to be a leader within our service driven organization and will be expected to grow and lead a team capable of delivering innovative and competently calibrated data management solutions to Stantec’s client base.

Your Key Responsibilities

DO: Project Delivery

  • In cooperation with the North American I&C Engineering Leads:

    • Develop and maintain design standards for data management architectures, application data exchange handling, centralized warehousing, deployment of multi-tiered search tools, application tools’ customization and integration, auditing practices, access control, and key user interface criteria that constitute a suite of solution profiles representative of typical Stantec clientele across the various industries
    • For use by design professionals: Establish guidelines for evaluation of client data management needs, and conveyance of recommendations and execution strategies to technical and non-technical client representatives
    • Develop formal procedures to conduct client authorized review of data management systems including application usage and integration, data storage and transfer formats, supporting networks, application servers and storage devices, and data warehousing limitations. Procedures should also address analysis of existing workflows, inter-department data-share, maintenance of data integrity and security, system resilience to fault or compromise and overall system data governance.
    • Develop inventory of standard process and business analytics, comparative logic structures, and blended data structures and trends, broadly representative of the operations and business models employed by Stantec clientele
  • Provide organizational and technical leadership for OT data management and data analytics projects.

  • Maintain key certifications and working knowledge of the latest methods for compressed data warehousing, optimized indexing for data retrieval, and construction of efficient SQL calls

  • Maintain working knowledge of key industry data management, warehousing and analytic applications.

  • Maintain active engagement in key manufacturer and industry sponsored user-groups.

  • Typical Project Specific Responsibilities:

    • Conduct data management system assessments to evaluate the effectiveness of an organization’s system, procedures, and policies, and how well it conforms to a set of established criteria
    • Identify areas of data mismanagement, fault intolerance, impactful obsolescence, data share inefficiency or instability, insufficient security measures, governance inequality, and consequential user experience shortcomings
    • Collaborate with various client stakeholders to understand system goals, identify client specific challenges and limitations, and develop practical concept and dataflow solutions
    • Manage both technical and administrative workshops with a wide range of client staff including operations and support staff, department heads, subject matter experts, peer consultants, and senior managers.
    • Develop detailed solutions that address system goals, integrate well into the existing (or projected) work culture, preserve and integrate historical data sets, leverages and integrates existing investments to the fullest extent practical, addresses practical disaster recovery, and provides for an industry standard and easily interfaced warehouse with intuitive interface for all user levels.
    • Develop supporting execution strategy with prioritized work tasks that represent a measurable return on fiscal and labor investment. Recommend written policy improvements, governance strategies, data tracking and auditing enforcement mechanism improvements, and any required infrastructure improvements to support.
    • Provide oversight of project execution to ensure quality of final product and compliance with engineering intent.
    • Coordinate and be responsible for the integrity, utility, and long-term viability of the project-specific data management infrastructure (https://www.energy.gov/eere/water/cybersecurity-specialist-0)

BUILD: Supervise and Mentor Young Professionals

  • Work with North American I&C Engineering Leads to establish a team of data management and data analytics design professionals

    • Manage, lead, and mentor newly established team
      • Mentor developing professionals to guide career development objectives
      • Conduct quality reviews of work output and provide technical guidance on design approach and challenges
    • Establish training programs for key subject matter topics as well as broad data management and analytics best practices and procedures
    • Assist with workload distribution and assignment
  • Active engagement in technically complex projects and serve as a technical resource for other team members.

  • Recognize when technical problems develop and initiate guidance for corrective actions.

  • Provide technical support to the Business Center Practice Leader to further the growth of Stantec’s North American business.

  • Conduct work in a safe manner and promote health and safety within the office and outside of the office while visiting clients and job sites.

WIN: Support Business Development Activities

  • Assist the Business Center Practice Leader and other Client Account Managers with developing new work in North America specifically related to data management and data analytics for OT projects. Lead and assist with proposals and with preparing the technical aspects for project interviews conducted by clients.

  • Develop positive relationships with clients in North America; earn confidence and become a trusted adviser.

  • Participate in regional or national level symposiums and, where possible, seek association leadership roles to improve company profile.

Qualifications

Your Capabilities and Credentials

Leadership:

Technical Expertise:

  • Experienced in the evaluation of existing data management systems and the conceptualization and design of new systems - specifically for water treatment plants and wastewater treatment plants or related industry.

  • Experienced in the maintenance of data management system for large government and municipal agencies or related industry.

  • Experienced with management of data associated with:

    • Intelligent Design Packages
    • SCADA Systems
    • CMMS and Asset Management Systems
    • LIMS
    • GIS
    • Accounting and Billing Systems
    • Industry standard relational databases (SQL, Oracle, etc.)
  • Understanding of scripting and programming associated with the following software and standards is preferred:

    • Programming languages (such as SQL, C#, JavaScript, R, and Python)
    • Operating systems (such as Linux, Unix, MS Windows)
  • Strong oral and written communication skills

  • Excellent analytical, problem-solving, and project management skills

  • Working knowledge of regulatory guidelines and standards, compliance standards and policies, audit techniques, regulatory issues, operations, and procedures as they relate to the organization is preferred.

  • Experience working in a large organization.

Education and Experience

  • Bachelor's degree in Computer Science, Data Science or equivalent from an accredited institution required.

  • Master of Science in Computer Science, Data Science, Information Science or equivalent from an accredited institution preferred.

  • Certified Data Management Professional (CDMP - Master) credentials required (or evidence to support ability to gain certification within the first 12 months of employment).

  • Advanced knowledge of Microsoft Power BI concepts and data analytics desirable.

  • Minimum of 15 years of experience in the data management / analytics field required; minimum 5 years in water OT related infrastructure design projects desirable.

  • Must have good driving record and valid driver's license.

Typical office environment working with computers and sitting at a desk. Field work may include exposure to the elements including inclement weather.

Education and Experience

  • B.S. in computer science, software engineering, computer engineering or B.S. in other engineering with demonstrated and proven programming experience and expertise (C#, Python at minimum).

  • Minimum of 2 years of software or digital solutions development experience

Salary Range(s):

  • NYC $146,800/Outside NYC $116,500 - NYC $220,100/Outside NYC $174,700 Min/Max Pay Range(s) for postings located in NYC/NY

  • $128,200 - $192,200 Min/Max Pay Range for postings located in CO and HI and MD

  • $137,500 - $206,100 Min/Max Pay Range for postings located in WA and DC

  • SF Area $146,800/CA Other Areas $128,200 - SF Area $220,100/CA Other Areas $206,100 Min/Max Pay Range for postings located in CA (SF Area includes SF, SJS & WLC)

The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
