This position is grant funded for two years and is expected to be a continuing position for the City of Cambridge beyond 2025. The Healthy Homes Outreach Technician is a non-supervisory position whose primary responsibility is to work with residents whose homes are being renovated to improve the homes conditions. The Healthy Homes Outreach Technician must have excellent people skills, demonstrate compassion, have the ability to communicate program rules and regulations to regular people, be a problem solving within acceptable guidelines to improve the quality of life for families, and demonstrate the ability to cooperate with diverse stakeholders. __ _ POSITION SUMMARY The Healthy Homes Outreach Technician (HHOT) is responsible for engaging families who are eligible for the City of Cambridges Healthy Homes Program (CHHP). The focus of the CHHP is the designated Pine Street Neighborhood though families may be assisted in areas of Cambridge outside this designated area. The HHOT will identify homes which are eligible for improvement, engage families living in these homes, invite them to participate in the HHOT, coordinate with the residents to gain an understanding of the program, identify problems within the homes that can be addressed through the CHHP, and help the family navigate during temporary relocation while the work is resolved. The HHOT will then continue to work with families to ensure the families gain access to necessary resources to maintain a healthy home going forward. The HHOT reports to the Healthy Homes Program Specialist (HHPS) working under the Department of Development. PAY RANGE $40,000 to $45,000 annually. This is a part-time, benefitted position with health insurance, a State of Maryland pension, 13 paid holidays annually, vacation, sick leave and more. The hourly rate of pay for this position is $20.51 to $23.08. DEFINITION OF CLASS The Healthy Homes Outreach Technician is an entry level position with the City of Cambridge. The HHOT is responsible for understanding the program guidelines developed by the City of Cambridge for the Cambridge Healthy Homes Program. The HHOT shall utilize this understanding of CHHP to identify prospective homes for lead abatement and other related improvements. The HHOT will use public meetings, written communications, flyers, social media, conventional media, coordination with non-profit leaders, and other appropriate techniques to engage prospective families in the CHHP. The position requires excellent communication, compassion, patience, an understanding of how to meet families where they are, the ability to learn about social service programs in the area, and the ability to connect families with the available services that can assist. Assignments require the use of discretion and care in the handling of information, as well as professionalism, tact, and diplomacy in interacting with internal and external staff, management, and stakeholders in the planning and coordination of work efforts. This is a non-exempt, classified position. Work hours for this position are generally Monday through Friday from 8:00 a.m. to 4:30 p.m. Frequent weekends and evenings may be assigned with equivalent weekdays off during the same pay period. Some overtime opportunities will exist with the advanced approval of the Assistant City Manager overseeing the Development Department. Workers have a one-hour, unpaid, lunch break sometime in the middle of the shift; workers may be subject to being called out at times outside of the traditional work hours to handle special cases as assigned. ESSENTIAL DUTIES Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills, and other characteristics. The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities for the ealthy Homes Outreach Technician. ? Organize meetings and events to engage with families in the Pine Street neighborhood and other eligible areas of Cambridge to provide information about the CHHP. ? Engage individual families to determine if the CHHP can assist them with their housing conditions, especially for the abatement of lead paint and other health-related home problems which may include inadequate plumbing, mold or mildew, water intrusion, inadequate heating or cooling, dangerous electrical service, or other similar healthrelated problem inside the home. ? Perform residential inspections as appropriate following all provided safety guidance, ? Coordinate with eligible families for a formal third-party inspection of each homes conditions to develop a scope of work in accordance with CHHP guidelines. ? Coordinate plans for remediation of identified homes, including working with eligible families for temporary relocation during the remediation. ? Communicates issues, concerns and opportunities with other divisions, departments, various utility providers, state and/or federal agencies using email, telephone communication, text, and written corresponds, ? Maintains and updates data in city electronic and paper databases, ? Maintains confidentiality of information pursuant to Maryland laws and City of Cambridge policies and procedures, and ? Performs other duties as assigned. MINIMUM QUALIFICATIONS The following qualifications are required for consideration of this position: ? High School graduate or general equivalency degree required. Post high school training preferred. ? Five or more years of work experience preferred. ? Previous work in housing industry to include rehab, restoration, lead abatement and remediation is strongly preferred. ? Experience in overseeing projects requiring government reporting preferred. ? Significant experience in dealing with difficult customers or residents required. ? Demonstrated ability to read and write required. ? Knowledge of and experience with regulatory compliance preferred. ? Ability to establish and maintain effective working relationships with diverse families, property owners, community leaders, non-profit organizations, and other City employees required. ? Ability to explain regulations and requirements, clearly and concisely, orally and in writing, to various audiences including residents, property owners, property managers, co-workers, and outside agency staff required. ? Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact required. ? Experience in record keeping and filing preferred. ? Excellent interpersonal skills required. ? Ability to communicate orally effectively in person and on the phone required. ? Spanish language ability strongly preferred. Effective computer skills including database management, report writing, and knowledge and proficiency with Microsoft Office Business Productivity Software. LICENSE Possession of or ability to obtain within 60 days of hire a Lead Abatement Technician Certification. Possession of or ability to obtain within 60 days of hire a Lead Inspector Risk Assessor Certification. PHYSICAL CLASS Requires the ability to perform the functions of the job which require operating both indoors and outdoors; walking frequently, driving a vehicle daily, getting in and out of a car frequently; visiting multiple locations daily in all types of weather and conditions, including exposure to pollen and dust. ? Requires cardiovascular fitness to walk across properties, up and down flights of stairs daily at various locations and over varying terrain. ? Requires sufficient ambulatory ability to move about the office and outdoor field locations and to bend, stoop, reach, and climb. ? Requires the ability to alternatively sit and stand for sustained periods of time. ?
