Amentum Functional Plans Analyst in Camp H.M. Smith, Hawaii

Amentum is seeking a dynamic Functional Plans Analyst to provide research, planning and analysis support to the U.S. Indo-Pacific Command (USINDOPACOM) J57 at Camp H.M. Smith, Hawaii.

Duties and Responsibilities:

  • Support USINDOPACOM with a comprehensive and integrated analysis of Counter-Terrorism (CT), Counter-Weapons of Mass Destruction (CWMD), and Chemical, Biological, Radiological, Nuclear (CBRN) related plans, concepts, assessments of all operational aspects of war plans and the operations, action and activities (OAAs) contributing to their overall synchronization. This analysis will inform adaptive planning and will provide recommendations for new capabilities needed to address gaps and shortfalls. Additionally, this candidate will support analysis that shapes theater assessments, plans assessment, and coordinating actions regarding CONPLAN/OPLAN development.

  • Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into recommendations for new technologies and capabilities as well as changes to, planning for, and coordinating actions regarding TCP/TCO, OPLAN/CONPLAN development.

  • Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption.

  • Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.

  • Review, assess, compile and coordinate documentation for planning developments and requirements at the Geographical Combatant Command level; preparing USINDOPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD).

Minimum Requirements:

  • Bachelor's degree from an accredited college or university, or Graduation from a military command and staff college (Intermediate Level Education or Joint Professional Military Education 1)

  • At least 5 years of experience supporting the Department of Defense (DoD), including:

  • At least 3 years of experience in military operations or at least 3 years of experience working in military plans

  • Experience in a senior military staff office (Combatant Command, Theater Service component HQ, OSD, JS, or service)

  • Experience conducting research on a range of CT, CMWD topics and functional areas

  • Experience in operational and/or strategic levels of DoD planning and/or execution

  • Excellent oral and written communication skills

  • Proficient at authoring analytical and/or policy documents

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)

  • Must have an active Secret security clearance, and the ability to obtain a Top-Secret clearance with SCI eligibility at a later date during employment. Note: US Citizenship is required to obtain a Secret Clearance.

Preferred Qualifications:

  • Prior Field Grade Officer (O4-O6); Warrant Officer (CW3-CW5); or Senior Non-Commissioned Officer (E-8-E-9)

  • 5 or more years of experience in Joint CWMD military plans or operations at a CCMD, Theater Service Component/MACOM in the USINDOPACOM AOR

  • Possess a Top-Secret security clearance with SCI eligibility.

Specialized Knowledge and Skills:

  • Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)

  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans

  • Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, relevant CT, CWMD, CBRN orders, nuclear/radiological, chemical and biological weapon conventions, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests

  • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)

  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval

  • Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials

The salary range for this position is $150K to $165K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
