Army National Guard Units TRAINING ADMINISTRATOR (TITLE 32) in Camp Mabry, Texas
Summary This position is located in the Joint Force Headquarters (State), J-3 Directorate in Austin, TX. The purpose of this position is to plan, administer, synchronize, resource, and manage the state's overall training programs to meet Army strategic requirements to defend the homeland, deter forward, swiftly defeat the efforts and win decisively, and support the worldwide Global War on Terrorism. Texas is one of 9 states with NO state income tax. Responsibilities As a TRAINING ADMINISTRATOR with the Texas National Guard, your duties will include, but will not be limited to: State proponent and subject matter expert in Army training management principles. Plans and administers the training program for the State ARNG. Directs the activities of the Training Branch. Determines specific training objectives. Develops short range and long range training plans to meet federal missions and support state security and emergency missions. Develops training policies, directives and Standard Operating Procedures (SOP) applicable to the state ARNG. Develops Command Training Guidance (CTG) and Yearly Training Guidance (YTG) based on The Adjutant General (TAG) and WARTRACE requirements. Schedules Yearly Training Briefs (YTB) in coordination with TAG, LCC, Continental United States Army (CONUSA) and active component WARTRACE headquarters. Manages training resources. Identifies resources required to execute proposed state training plan, prioritizes training, recommends to the Adjutant General approval or disapproval of unsourced training, and recommends alternative resourcing. Responsible for programming, planning, budgeting, and execution of annual training, inactive duty training, schools and other special training funds amounting to approximately 50% of the state Command Operating Budget (COB). Serves as primary member of State Level II Program Budget Advisory Committee (PBAC). Manages execution of training orders to ensure that unexecuted funds are obligated and reprogrammed to maximize readiness. Prepares the state schools plan to determine who must attend which schools and when they must attend to ensure unit readiness goals are met. Reviews applicable automated personnel systems to ensure that annual objectives, as required by the Army Staff, are met for individuals to progress to their Duty Military Occupational Specialty Qualification (DMOSQ). Provides input into long-range (3-5 year projection) and short-range (annual) training plans and requests quotas to ensure that school-training spaces are available as needed to support state individual training readiness. Manages and provides information to the Distributed Learning position concerning Army Distributive Learning systems including development, and use of Distributive Training Technology Program (DTTP) Classrooms and other distance learning programs. Manages usage, maintenance and training of virtual and constructive training devices assigned to the state Army National Guard (ARNG). Manages assigned state assets contracted to the Distributive Battle Simulation Program, including Data Base Administrators, Commander's Operation and Training Assistant (COTA) and State Training Assistant (STA). Provides management advisory services to senior guard leaders concerning the training program. Provides technical expertise on military theory, tactics, operations, organizations, methods and principles pertaining to military training. Performs periodic staff visits to conduct training management inspections and assistance visits to major subordinate commands to evaluate unit training and ensure compliance with Army programs. Determines need for corrective actions and prioritizes training and resources to ensure compliance. Represents the TAG and LCC in CONUSA, NGB and major command conferences and meetings committing state forces to required missions as regards military training. Analyzes how force commitments; based on mobilizations, deployments, and DoD tasking; affect the training program. Ensures training facilities, aids, and areas for training activities are available as required. Coordinates usage and prioritizes assignment of training facilities and land with state units to ensure maximum utilization for available training time. Serves as the State Test Control Officer for the Individual Training Evaluation Program (ITEP). Coordinates the State Competitive Marksmanship Program and state participation in national marksmanship competitions. Monitors quality of tests and preparation for the Army Physical Fitness Test. Prepares and executes Competitive Event Plans. Supervises the work of four or more subordinates and makes assignments based on priorities, difficulty, requirements of the assignment, and the capabilities of the individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards and monitors and evaluates employee performances. Assists employees in reaching performance goals. Informs subordinates of agency policies, personnel and other management programs. Provides leadership, advice and counsel on work an administrative matters. Hears and resolves complaints and grievances from employees which can be informally resolved, and/or make recommendations for resolution to appropriate deciding officials. Performs other duties as required. Compatible Military Assignments: MOS immaterial Rank Spread: Enlisted: MSG (E-8) not to exceed CSM/SGM (E-9) Officer: 1LT (O-1) not to exceed MAJ (O-4) Qualifications To qualify at the GS-12 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience Required At least 1-year specialized experience equivalent to at least the next lower grade (GS-11) with Knowledge of Army National Guard force structure and missions to prioritize resources, identify training requirements and direct modifications to plans to ensure that Army training readiness is achieved so units are ready for deployments supporting the Global War on Terrorism. Knowledge of procedures to manage unit organizational change to ensure those annual changes to unit's MTOE are supported with unit and individual training. Knowledge of personnel management principles and regulations dealing with military technicians, Active Guard and Reserve soldiers, and state employees. This knowledge is used for both internal personnel management and to ensure that military training is planned and documented to support soldier development. Knowledge of Army computer applications to program, request, schedule and conduct individual qualification and professional development training to maximize individual readiness. AND Knowledge of Army training management principles to provide advice to senior level management, conduct inspections and evaluations and to ensure that unit training is planned, resourced, and conducted to standard. Knowledge of operations of an Army staff to ensure coordination is accomplished with higher, lower and adjacent staff. Knowledge of various federal, state, and local regulations dealing with training on federal, state-, or privately-owned land to ensure units are in compliance with all applicable regulations. Knowledge of overseas mission support regulations and applicable status of force agreements to conduct training outside of the Continental United States. Knowledge of Joint Training Requirements and skill in coordinating joint training programs with Active Components and/or Joint Forces (i.e. Active Army or Air National Guard) to facilitate mission readiness for units within the state. Knowledge of Army Safety programs and risk analysis processes to ensure soldiers are not injured during training in order to support wartime requirements. Technical knowledge of various computer applications to facilitate resourcing and managing of training. Knowledge of various DoD, Department of Army, Defense Accounting System, and NGB resource management and budget requirement processes in order to prioritize resources, execute annual funding requirements, and reallocate unused resources/funding. AND Knowledge of National Guard competitive events program to ensure compliance with regulatory requirements and support of readiness objectives. -Knowledge of Distributed Training Technology Program to provide additional opportunities to increase personnel readiness. Education There is not an educational requirement for this position. Additional Information Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
