Akima Instructional Design Specialist in Camp Springs, Maryland

The Instructional Design Specialist will support RiverTech contract with the Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Office of Administration. The Instructional Design Specialist will provide on-site expert support for the development and facilitation of web-based and classroom training regarding USCIS Office of Administration Facilities and Logistics Management Divisions policies, procedures, processes, and other aspects of agency-wide organizational compliance requirements. Facilities and Logistics training curriculum will be based on current boarding training and various other areas. In coordination with Government oversite, the Instructional Design Specialist shall assist with and support the enhancement of OSI’s enterprise-wide training development and facilitation capabilities.

Responsibilities

Analyze and assist with the planning, development, and coordination of training with Administrative Logistics FAMB LMS to include developing web-based and classroom training curriculum, drafting training modules, developing examinations, defining course structure, scheduling courses, and facilitating in-person/virtual training for professionals using appropriate techniques and technologies.

  • Work with ADM LMD leadership and interview LMD SMEs to identify and assess training objectives and needs, evaluate and strategize training delivery options, and research and develop course materials for both classroom and online training.

  • Organize, distribute, and archive training materials.

  • Use and help manage an electronic file sharing site allowing for the storage, updating, and sharing of curriculum with appropriate Government and contract staff – Microsoft SharePoint.

  • Document procedures related to curriculum utilization and training delivery.

  • Maintain policy and training metrics and provide periodic status updates.

  • Prepare reports and provide briefings describing the results of monitoring and evaluation activities, and recommend appropriate actions to ensure the quality of training.

  • Provide expert assistance in the development of recommendation, processes, and optimal approaches to support business planning and coordination.

  • Works with stakeholders to develop and implement the training rollout plan, ensuring training is properly available in the agency’s Learning Management System (LMS) and that the target audience completes the training as required.

Qualifications

  • United States (U.S.) citizenship is required for this U.S. government program.

  • Ability to obtain/maintain Secret clearance eligibility and favorable pre-employment USCIS Entry on Duty (EOD) and Suitability Determinations.

  • Bachelor’s Degree in a security, training, or related discipline; additional work experience if deemed adequate may be substituted.

  • Minimum of three (3) years of work experience relevant to the information provided within the position overview and duties and responsibilities listed above.

  • Successful completion of pre-employment background investigation with results allowing for continued consideration for employment.

  • High level of proficiency with Microsoft Office products - Word, Excel, PowerPoint, Outlook, SharePoint.

  • Experience with training development software such as Captivate, Articulate, Camtasia or similar training development software.

  • Demonstrated ability to produce detailed and independent written correspondence to communicate operational requirements.

  • Excellent customer service, oral and written communication skills.

  • Strategic planning, prioritization, organizational skills and attention to detail.

  • Ability to think logically and work effectively within group settings or independently with minimal supervision.

  • Ability to receive general guidance and instructions from a supervisor or via established standard operating procedures.
