About the RoleAre you a bold thinker? At Sierra Space, we advocate for space exploration, protect service members, and create systems that sustain and unite our world. Join our team as a Spectrum Management Systems Engineer for the Space Development Agency(SDA) Tranche 2 Tracking Layer program. You will be pivotal in ensuring regulatory compliance by developing and delivering a Frequency Use Plan in accordance with NTIA and ITU standards, coordinating with our Space Vehicle (SV) RF Communications Design team, and securing frequency certifications essential for program success. This role requires a strong communicator with a keen eye for regulatory details and a proactive approach to cross-functional collaboration.
Responsibilities
Frequency Use Plan Development: Create a comprehensive Frequency Use Plan compliant with NTIA and ITU regulations, ensuring alignment with international and national requirements.
Form Preparation and Submission: Complete DD1494 forms (Application for Equipment Frequency Allocation) to secure NTIA certification, coordinating with the SV RF Communications Design team to gather necessary technical informa
Spectrum Applications and Coordination: Submit Standard Frequency Action Format Applications and deliver Advanced Publication Information to coordinate spectrum use with ITU and other nations.
RFI Mitigation Strategy: Develop and implement a strategy for mitigating Radio Frequency Interference (RFI) that meets NTIA and ITU compliance standards
Spectrum Supportability Risk Assessment: Deliver required inputs to assess and document Spectrum Supportability Risk for program use.

Minimum Qualifications
Bachelor's of Science degree in System Engineering or related discipline and typically 6 or more years of relevant experience.
Equivalent experience may be considered in lieu of education
Practical knowledge of engineering principles and practices
Experience working in multi-disciplinary design and development teams
Knowledge of requirements management, functional requirements parsing, derivation, and allocation; systems design, systems integration, technical risk identification and management strategies, and Verification and Validation (V&V) principles
The ability to obtain and maintain a Secret U.S. Security Clearance is required
Strongly Preferred Qualifications
Bachelor's degree in Electrical Engineering, Communications Engineering or Systems Engineering
Proven experience with NTIA and ITU regulations and frequency planning.Demonstrated ability to coordinate with government, customer, and technical teams to gather information and ensure compliance.
Strong understanding of RF communications principles and regulatory compliance for frequency management.
Excellent communication and collaboratio skills, with a track record of effectively working with cross-functional and interdisciplinary teams.
Preferred Qualifications
Advanced degree in a relevant engineering field.
Prior experience in spectrum management or RF communications for government or defense programs.
