Koniag Government Services seeks an Emergency Response Consultant familiar with public health issues facing vulnerable or marginalized populations, awareness of large health systems, issues related to suicide and suicide prevention, medical/contingency planning, and emergency response planning. This position will be focused on providing subject matter expertise and technical assistance to provide Indian Health Service (IHS) with Crisis Response Planning and Crisis Response Team development. Responsible for the development of Crisis Response Policy aligned to the FEMA National Response Framework and the National Disaster Recovery Framework and unique to 10 of the 12 IHS Areas, providing recommendations and assistance with the utilization of federal funding in a fiscally constrained environment.
Position Overview
Provide expert-level medical policy and advice on the development of crisis response teams to the Indian Health Service
Ensure that all policy and advice are modeled after the FEMA National Disaster Recovery Framework principles and emergency management designs, while ensuring that all products are contextually relevant and culturally appropriate.
In times of Tribal crisis and when requested, conduct a SWOT analysis on crisis activities, provide a written report on barriers/opportunities of care protocol, provide relevant talking points, scripts, and a resource handout for use during the crisis, and provide a written report on crisis response
Co-Lead the Asset Mapping project for assigned tribal communities by developing key stakeholder lists, developing relevant survey questions and interview guide, and travel to perform surveys as directed
Manage the calendar invites within Zoom and MS Outlook for monthly Crisis Response Team Update meetings hosted by Dr. End of Horn and attended by IHS Area Behavioral Health Consultants
Collaborate with staff to assist in the development of the Mortality Data Review, 911/988 Environmental Scan, Crisis Toolkit, Lethal Means, Strategic Plan, and Provider Wellness projects
Document all program development activities and submit reports to IHS leadership via Program Manager.
Participate in travel for conferences and presentations on Community Crisis Response and Asset Mapping efforts
Qualifications:
Master's degree in social work, public health, psychology, or education
Minimum 10 years of experience in medical planning and emergency response
Demonstrated expertise in developing culturally competent materials and programs
Strong understanding of suicide prevention best practices
Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills
Highly organized, systematic, and proactive in delivering/preparing materials and meeting client expectations within a fast-paced environment
Demonstrated experience working in a complex team-based environment in a consulting-type organization focused on enterprise transformation initiatives
Additional Information:
Travel may be required.
The successful candidate will be passionate about improving mental health services for American Indian and Alaska Native communities.
Work Experience, Knowledge, Skills & Abilities:
Bachelor's degree required, master's degree preferred
10 years of related experience preferred
Knowledge of working with Native American or Alaskan Native populations
Experience in Suicide Prevention, Training Development & Delivery, Federal Government Consulting
Knowledge and understanding of the current FEMA National Disaster Response Framework and the overarching National Response Framework
Ability to obtain a valid U.S. Government PUBLIC TRUST security clearance required

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
