Basic Eligibility For A Position With The NRO

    Where You Will Work 

    The Office of Inspector General (OIG) is an independent office reporting to the Director, National Reconnaissance Office (DNRO) and Congress. The Inspector General (IG) is appointed by the President with the advice and consent of the Senate. The OIG is responsible for conducting audits, inspections, investigations, and special reviews related to NRO programs and operations; providing leadership with recommendations to promote economy, efficiency and effectiveness; preventing and detecting fraud,

    waste and abuse in NRO programs and operations; and providing a means to keep the DNRO and the Congress fully and currently informed of issues concerning fraud and other serious problems, abuses and deficiencies in NRO's programs or operations.

    This is senior level auditor work within the Inspector General (IG) Auditor occupation. Work is performed at the corporate level of the NRO and is conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS), under the direction, control, and authority of the Assistant Inspector General for Audits. This work is performed independently as either the Auditor-In-Charge (AIC), or assisting the AIC in the execution of projects. Work entails the full range of duties in conducting various types of audits (e.g., performance, attestation, financial, and oversight of an Independent Public Accountant (IPA)) and performing special reviews of programs and activities within all directorates and offices of the NRO. Duties include: planning audits; assessing risk; testing controls; collecting information; analyzing data; examining and evaluating documents relating to NRO activities; managing resources; identifying issues and developing recommendations; briefing results to senior management; preparing written reports of audit; and following up on management action plans that address recommendations. This level of work includes mentoring and coaching less experienced team members and based on assignment, may include counseling team members and providing feedback on their performance to the individuals and their supervisor. Domestic and foreign TDY travel may be required.

    What You Will Be Doing 

    The incumbent serves as a senior auditor within the Office of Inspector General (OIG) Audits (AUD) Division and will conduct and oversee financial, performance, attestation, and compliance audits of NRO programs and activities. Working in the OIG allows for growth beyond a particular area of expertise and the opportunity to gain a better understanding of the NRO mission in support of the U.S. Intelligence Community. NRO OIG audits can originate internally, or be in response to requests from the DNRO, Congress, and members of the Intelligence Community. Responsibilities include:

  • Researching, planning, evaluating, and reporting on the effectiveness and efficiency of NRO systems, facilities, services, advanced research and development programs.

  • Developing and writing audit plans.

  • Developing and documenting audit findings in accordance with government auditing standards.

  • Developing audit conclusions and recommendations to help improve the efficiency or effectiveness of NRO operations and services.

  • Apply Government Auditing Standards to analyze quantitative and qualitative data, decipher trends, and identify root causes and draw appropriate conclusions.

  • In addition to performing individual work, the incumbent will either participate in or lead a diverse group of government personnel in addressing a broad range of issues.

  • Duties may include overseeing the work of an Independent Public Accounting firm and/or contractor.

  • Auditors may also support OIG inspections, investigations, or special projects, as required.

  • Some domestic and foreign travel may be required.

    What You Need 

     

  • BS/BA degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or other relevant discipline.

  • Ability to analyze quantitative and qualitative data, deciphers trends, and identifies problems and relevant root causes.

  • Ability to examine information, divide problems into actionable pieces, and develop clear findings, judgments, and recommendations.

  • Strong performance record.

  • Strong interpersonal skills with the ability to work in a team environment; must be able to work effectively with people under a wide variety of conditions.

  • Strong writing skills (the ability to write clearly, accurately, and precisely).

  • Knowledge of US Government laws, regulations, and policies.

  • Ability to travel, domestically and overseas.

    Highly Desired 

     

  • Professional certifications such as Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiners for focus.

  • Persuasive briefing and negotiation skills.

  • Ability to give and receive feedback in a tactful and constructive manner.

  • Considerable knowledge of NRO organizational structure and mission activities.

  • Ability to obtain a COTR certification.

  • Minimum of seven years of auditing experience.

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

    Salary

    2024 salary range for the Washington, DC area:

    GG-13: $117,962 – $153,354. 

    GG-14: $139,395 – $181,216. 

    **This position is a senior/full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG – 13/14 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

    Trial Period
