Summary This position is located in the Bureau of Global Talent Management, Office of Talent Services, Recruitment and Staffing Branch (GTM/TS/CLI/RS). The incumbent serves as a Human Resources Specialist (Recruitment and Placement) providing client bureaus, on a continuous basis, advisory services on Civil Service (CS) recruitment and staffing, compensation management, and benefits management. Creates job analyses, develops crediting plans and makes eligibility and qualifications determinations for both Merit Promotion and Delegated Examining recruitment efforts. Researches pertinent policies and guidelines to provide consultative advice. Extends job offers, verbally and in writing; provides new employees information on eligibility requirements and various benefit options; and tracks the progress of recruitment actions by using electronic HR systems in a timely manner. Utilizes automated systems to process personnel actions in accordance with established policies and procedures. Participates in special projects or initiatives to standardize and streamline HR processes and procedures. Requirements Conditions of Employment Qualifications Qualifications will be based on an evaluation of a candidate’s education and/or qualifying experience. GS-07 Applicants applying for the GS-07 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-05 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. OR B. Completed 1 full year of graduate level education at an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position; OR C. Have a combination of graduate education and specialized experience (as described above), which is equivalent to the GS-05 level in the Federal Service; OR D. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study; OR E. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B+" (3.5 or higher on a 4.0 scale) for all courses in your major field of study, or those courses in your major completed in the last two years of your undergraduate study; OR F. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and ranked in the upper one-third of your class in the college, university, or major subdivision; OR G. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and are a member of a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.
