National Oceanic and Atmospheric Administration Supervisory Physical Scientist in Charleston, South Carolina

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM) with one vacancy in Charleston, SC. Responsibilities As a Supervisory Physical Scientist, you will perform the following duties: Lead a team of physical and social scientists to develop and deliver products and services to the coastal resource management constituency. Assess user requirements and set work priorities for staff while also providing subject matter expertise, training, and technical assistance in support of programmatic activities. Develop effective partnerships that address priority needs and leverage funding while also providing technical assistance and strategic guidance to improve a range of science, research activities, and initiatives. Participate in strategic planning and articulate the organization's vision, mission, core values, and strategic goals to staff. Plan and implement transition and hiring strategies to ensure continuity of critical work given planned retirements and potential gaps in staffing. Assess resources and direct and provide oversight of program/project execution, personnel, and budget. Plan, assign, and review work and ensure that the team's mission, vision, and values are communicated and integrated into the strategies, goals, objectives, products, and services. Articulate and communicate assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, deadlines for completion, and provide guidance and advice on work methods, practices and procedures, and assists in identifying a viable solution. Monitor the status and progress of work, reviewing completed work to see that the instructions on work priorities, methods, deadlines and quality have been met. Serve as a coach, facilitator and/or negotiator in coordinating initiatives and in consensus building activities. Support the professional development and arrange for the training of team members to accomplish tasks or projects. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14. Key Requirements: Applicants must be U.S. Citizens. Selectee may be subject to serving a one-year supervisory probationary period. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements: A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 grade level in the Federal service. Specialized experience MUST include all of the following: Developing partnerships and project plans and providing strategic guidance to project and partnership teams; Providing project or program management support regarding personnel management, resource management, budget and work planning, or reviewing and monitoring work; and Providing support or guidance to subordinates on organizational initiatives, strategies, or tasks. Education Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. For more information on how foreign education is evaluated, visit: OPM Foreign Education Evaluation Additional Information Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 158,861-168,535 which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
