We are currently seeking an experienced Intermediate-Level Proposal Writer to support the business development team with the Department of Defense and Federal Civilian bid opportunities.

Responsibilities:

• Support the quality of proposal content development: facilitating content sessions, writing, and content reviews (internal and formal color reviews).

• Lead and drive proposal quality based on the RFP/RFQ evaluation criteria with an enhanced focus to develop high-scoring proposals.

• Exercise thought-leadership and provide direction to additional members the proposal writing team.

• Ensure RFP and associated proposal compliance, checking regularly throughout the proposal development cycle.

• Work as part of a collaborative team to clearly articulate solution and strategy, approach to performing the work, experience, win themes, discriminators, and strengths.

• Apply communication and interviewing skills to gather needed information from internal and external personnel to support writing for various proposal sections.

• Write clear, persuasive, and articulate proposal sections; translates complex ideas into easily understandable text.

• Develop and implement process improvements to help improve proposal quality.

This is a full time, salaried/exempt hybrid position based in Chesapeake, VA. Candidates must have the ability to work onsite 3 days per week.

Qualifications:

• Bachelor's Degree and 4+ years of professional experience in a competitive Federal Government environment, or a Master's degree and 2+ years of professional experience in a competitive Federal Government environment.

• Minimum of 2+ years' experience in a proposal development role as part of a proposal development team, or a Volume Lead for Technical proposal volumes/sections.

• Possesses strong organizational skills.

• Excellent written and verbal communication skills and ability to clearly and concisely articulate thoughts.

• Demonstrated success writing and leading proposal sections: technical, management, resumes, and/or past performance volumes for complex efforts valued above $40M.

• Knowledge of the proposal development life cycle, and understanding of Shipley business development, capture, and proposal development processes.

• Demonstrated ability to create high-scoring proposal outlines and lead writer working sessions to drive content development.

• Ability to work strategically and tactically.

• Ability to solve complex problems through creative solutions.

• Demonstrated ability to work efficiently with multiple deadlines and changing priorities to deliver high-quality material.

• Proficiency with MS Office Suite and MS SharePoint.

• APMP Certification – Bid & Proposal.

• Experience working on proposal efforts for U.S. Navy and other Department of Defense branches

• Experience with Government Wide Area Contracts (GWACs) including the Navy's Seaport NxG, and GSA MAS, Alliant, or Oasis acquisition programs

• Technical editing/copy editing background is desirable
