Summary:

The Contractor Program Security Officer will supervise and direct security measures necessary for implementing applicable requirements of the National Industrial Security Program Operating Manual (NISPOM/32 Code of Federal Registry (CFR) Part 117.).

Duties and Responsibilities:

  • Manage all aspects of the National Industrial Security Program (NISP) and other security activities within the facility, including document control, access control, visitor control, personnel security, and interpretation/preparation of DD Form 254 for classified contracting.

  • Process and submit electronic personnel security questionnaires (EQIP).

  • Oversee the activities and priorities of the security program including, but not limited to, physical security, access control, field daily security requests/issues, document control, and personnel security measures at the facility.

  • Serve as the primary point of contact for all industrial security concerns and will ensure security is perceived as a critical process within the corporate entity.

  • Provide security expertise, guidance and advice to management and staff.

  • Assist with onboarding new hires with Human Resources; take their first day photo and get them badged on their first day.

  • Establish security processes and procedures that satisfy quality, schedule, overall performance, and financial parameters according to both company and customer expectations.

  • Work all facets of the personnel security clearance process to include initial request, fingerprints, indoctrination, reinvestigation, etc.

  • Manage and support company-wide classified security programs.

  • Provide initial security briefing to new employees, and debriefings to terminating employees

  • Develop and administer a security education, training, and awareness program for both cleared and non-cleared personnel

  • Write and administer necessary standard operating procedures in accordance with the NISPOM/32 CFR, Part 117

  • Investigate and report all security violations as prescribed in the NISPOM/32 CFR, Part 117

  • Perform incident/adverse information reporting

  • Conduct periodic self-inspections as directed by the NISPOM/32 CFR, Part 117

  • Maintain relationships with local law enforcement agencies to include FBI, DCSA, DOJ, Police, Fire/Emergency Responders and local emergency services coordinator (i.e. Red Cross, Collin County Emergency Services, etc.)

  • Day-to-day implementation and adherence of the tools associated with the company’s Foreign Ownership, Control and Influence (FOCI) mitigation agreement requirements.

  • Advise and assist the GSC in thedevelopmentand implementation of the Technology Control Plan (TCP), Electronic Communications Plan (ECP), and Visitation Procedures;

  • For instances with potential FOCI Collocation, assist the GSC in developing and submitting a Facilities Location Plan (FLP) for DCSA review and approval;

  • Ensure that DCSA (through the IS Rep) is advised of any known attempts to violate any provision of the Facility's mitigation agreement or relevant U.S. government contract provisions related to security, U.S. export control laws, or the NISP

  • Perform other duties as assigned.

    Education and Work Experience:

  • Bachelor’s degree in related field preferred.

  • Five years of experience in the Industrial Security field.

    Work Authorization/Security Clearance Requirements

  • Ability to acquire and maintain Secret Clearance which requires US Citizenship or possess an active Secret Clearance.

    Work Hours :

  • Standard work schedule, overtime may be necessary for meeting deadlines, required travel, and emergent conditions.

  • This position may involve travel up to 20% of the time.

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Light work that includes moving objects up to 20 pounds.

  • Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling.
