BUSINESS UNIT DESCRIPTION

Risk Management is led by the Senior Executive Vice-President and Chief Risk Officer (SEVP & CRO) and is accountable for the independent oversight of risks inherent in CIBC’s activities and for the leadership and management of CIBC’s Risk Management department.

The US Risk Management function carries out the mandate of CIBC Risk Management at the regional level, ensuring compliance with applicable Parent Bank policies, while complying with local laws and regulations governing the Region and its individual legal entities.

Enterprise Risk Management Programs, US Region (“ERM Programs”) develops, implements, and maintains a risk management governance framework and related policies and procedures for the US Region and its individual legal entities. This involves the regional implementation of global CIBC programs, where applicable, and includes: US Risk Management Framework and Policies, US Risk Appetite, Identification of Material and Emerging risks, Recovery and Resolution Planning, and Risk Culture.

JOB PURPOSE

The Executive Director, Head of Risk Appetite & Metrics, is a leader for enterprise-wide risk measurement in the US, accountable for supporting the Executive Director, Head of US Enterprise Risk Management Programs, US Region in the development of the following:

  • Risk Appetite – Support the Chief Risk Officer and Board of Directors in articulating and monitoring Risk Appetite through Risk Appetite Statements, ongoing breach escalations, and management of associated action plans.

  • Risk Metrics Management Information Systems (MIS) – Provide leadership and oversight of systems to organize and track metrics and related results over time.

  • Business Segment and Product Metrics – Advise businesses on risk measurement and methodologies for designing and selecting metrics tailored to local strategy as well as risk capacity and constraints.

  • Risk Metrics – Mature the Key Risk Indicator (KRI) program to increase the efficiency and effectiveness of risk and business metrics

  • Other Risk Metrics and Limits – Advise other risk functions on risk measurements and metric design while ensuring they maintain appropriate governance and control over metric selection, review, and monitoring.

KEY ACCOUNTABILITIES

Establish a center of excellence for risk metrics, leading a team of specialists to maintain and advance enterprise-wide methodologies, requirements, advisory, and oversight of the design and monitoring of metrics and associated limits across all risk stripes to increase consistency and visibility.

  • Maintain processes and systems to implement, report on, and monitor Risk Appetite and segment and product-based risk metrics managed by ERM.

  • Advise and challenge metric owners on the design of risk metrics and challenge the analysis and determination of associated limits.

  • Review and provide independent challenge of business line management responses to risk appetite breaches, including root cause explanations and corresponding action plans.

  • Oversee the design and execution of training plans and content for metric owners, data providers, and other stakeholders related to the processes, systems, and methodologies for Risk Appetite and risk metrics.

  • Direct and review gap- and self-assessments of risk appetite practices against leading industry practices and internal requirements.

  • Maintain industry intelligence to enable the Bank to benchmark its practices and outcomes against peers, leveraging association memberships and a network of industry colleagues.

  • Enable metric owners to demonstrate leadership and ownership of their metrics, and generally foster risk appetite awareness and culture across the three lines of defense.

  • Maintain a program to evaluate compliance with qualitative risk appetite, including establishment of qualitative owners and collection of regular attestations.

  • Identify and escalate deficiencies related to Risk Appetite policies and procedures and those related to data integrity and quality.

  • Identify process improvement opportunities and create and execute plans for implementing them.

  • Establish and oversee a process to implement and monitor compliance with applicable manual data control policies and procedures as they relate to risk appetite, including those related to required controls over manual data used to support risk metrics.

  • Ensure appropriate documentation is maintained, including policies and procedures related to risk appetite as well as documentation of ongoing reviews and analysis.

  • Liaise with senior management and regulators to provide updates on risk appetite initiatives and deficiencies.

  • Interpret and present risk appetite results and trends to senior management and risk committees, recommending risk management actions and strategies as appropriate in response.

  • Maintain records necessary to provide Internal Audit with reasonable assurance of program effectiveness, and act as the primary point of contact within ERM for Risk Appetite-related audits and exams.

  • Oversee the design and implementation of program key performance indicators (KPIs) related to the efficiency and effectiveness of the risk appetite program.

  • Enhance reporting and data visualizations to better convey metric trends and important themes to senior management and committees.

  • Work with stakeholders to drive the adoption of, and adherence to, data policies, standards and processes.

KNOWLEDGE AND SKILLS

  • Bachelors in business/economics, finance, or equivalent work experience

  • Significant experience in risk measurement and/or risk appetite, particularly in a leadership role

  • Demonstrated ability to build new programs and drive organizational change and risk-management maturity

  • Demonstrated ability to meet regulatory expectations and remediate regulatory deficiencies, building teams and designing and executing responsive projects

  • Strong risk management experience, including solid knowledge of the financial markets and regulatory environment

  • Previous experience in policy development

  • Excellent oral and written communication skills

  • Strong research skills and analytical capabilities

  • Ability to assimilate and interpret analysis and trends in order to reach conclusions regarding the type and magnitude of risk across all risk types and businesses for strategic decision-making purposes

  • Strong relationship management skills and team-orientation

At CIBC, we offer a competitive total rewards package. This role has an expected salary range of $146,300 - $265,90for the New York market based on experience, qualifications, and location of the position. The successful candidate may be eligible to participate in the relevant business unit’s incentive compensation plan, which also may include a discretionary bonus component.
