Indian Health Service Contract Specialist in Clinton, Oklahoma

Summary This position serves as the Contract Specialist for the Clinton Indian Health Center in Clinton, OK. The incumbent will be responsible for all aspects of the contracting transaction from initiation to recommendation of award for the procurement of commodities or services for the Clinton Indian Health Center. This position reports to the Administrative Officer of the Clinton Service Unit. Responsibilities Adhere to acquisitions laws, regulations, and policies, perform complex procurement transactions utilizing federal acquisition procedures and an automated procurement system to create contract awards. Assist program with development of source selection plan for complex requirements taking into consideration socio-economic programs. Prepare solicitation documents, evaluate quotes/proposals by applying price and/or cost analysis techniques to complex procurements. Independently preform all contract administration functions. Negotiate and prepare various types of contract modifications. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): A. 4-year course of study leading to a bachelor's degree with a major in any field.; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Applies procedural practices and precedents to processing contracting documents and requests; Initiates and replies to correspondence pertaining to contractual actions; Conducts basic negotiations with vendors on pricing for goods and services; Experience using a financial management system to review procurement requests for services, goods, and equipment; OR One (1) full year (18 semester hours) of graduate level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR A bachelor's degree with Superior Academic Achievement* in a field related to Contracting with one of the following: : (1) Graduated with at least an overall GPA of 2.95, (2) Graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) Graduated in the top third of my class; or (4) A member of a national scholastic honor society recognized by the Association of College Honor Societies. OR Combination of the specialized experience and education that when combined fully meet the minimum qualifications. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Perform detailed cost analysis to develop pre-negotiation objectives for contracts; Prepare and issue contracts, change orders, and supplemental agreements; Provides advice and assistance to contractors and management related to policies, products, and services associated with medical organizations; Conducts advanced negotiations with vendors on pricing and terms for goods and services; Analyzes quotes, bids, and proposals to determine appropriate contracting methods, types and authority; OR Two (2) full academic years (36 semester hours) of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Combination of education and experience that when combined fully meet the minimum requirements. Only education in excess of the first year is creditable. GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides guidance and technical assistance in acquisition planning, negotiation strategy, and contract interpretation; Develops detailed cost and price analysis for contract proposals and bids; Prepares and issues solicitation with detailed requirements of acquisition specifications; Conducts formal negotiations for technical and business aspects of the proposal. OR Three (3) full academic years (54 semester hours) of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Combination of education and experience that when fully combined fully meet the minimum requirements. Only education in excess of the second year is creditable. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. This position has promotion potential to the GS-11 grade level.
