Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Logistics Management Specialist, Position Description Number T5121P01 and is part of the Directorate of Logistics of the Vermont Army National Guard. Responsibilities The primary purpose of this position is to provide support to Automated Logistics Information Systems and Programs to all State/Territories activities/organizations and perform a wide range of specialized methods/techniques for planning; analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization. DUTIES AND RESPONSIBILITIES: Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Ensures software and vulnerability updates are applied in proper order. Coordinates and communicates with the Department of the Army (DA), National Guard Bureau (NGB), Program Executive Offices (PEO)/Program Managers of supported systems, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages. Assists functional users in automated CSS systems management and operation. Serves as a Systems Administrator for all CSS Automated Logistics Information Systems and programs and as a technical expert within the State/Territory is responsible for providing technical and functional guidance for specified Automated Logistics Information Systems and Programs to operators and supervisors. Provides input to supervisor to ensure SASMO Standard Operating Procedures are current. Receives trouble tickets and reviews priorities on a weekly and/or monthly basis. Troubleshoots, diagnoses, and resolves technical problems identified in trouble tickets and performs initial setup of specified Automated Logistics Information System computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network, and completing technical inspections. Serves as the primary point of contact for Functional Administrators and users of the serviced database(s) in the absence of a Logistics Management Specialist. Administers the day-to-day database operation and maintenance of the serviced database(s). Performs tests to ensure the serviced database(s) efficiently collects, stores, and processes data. Evaluates, determines, and initiates corrective action to recover or restore data and return the database(s) to operational status. Provides direction and guidance to supported CSS Automated Logistics Information System users in the submission of automated systems problem reports and/or change proposals. Receives, reviews, consolidates, and accounts for system problem reports and engineer change proposals (ECPs) submitted from supported units/activities to ensure subsequent distribution to National Guard Bureau (NGB). Manages the receipt, review, validation, distribution, and implementation of all CSS software received in the State/Territory, ensuring proper installation, testing and evaluation. Oversees the CSS resource library and the retrieval and disposal of CSS software. Analyzes requirements, manages, and coordinates hardware Automated Logistics Information System and peripherals pertaining to the receipt, distribution, installation, and replacement of systems. Installs, tests, and evaluates Automated Logistics Information System hardware. Manages the State/Territory CSS automation hardware tactical computer exchange (TCX) (aka equipment float) program and ensures accountability of exchanges. Performs organizational and direct support level Automated Logistics Information System hardware maintenance as required. Determines systemic problems during maintenance of hardware or in the application of software and initiates corrective action as needed. Provides operator level assistance on Automated Logistics Information Systems and Programs. Troubleshoots Automated Logistics Information Systems and Programs. Coordinates and administers assigned training programs. Provides technical assistance to functional users for start-up and operation of Automated Logistics Information Systems and Programs. Serves as the primary point of contact on all CSS automation continuity of operation plan (COOP) development and execution, in the absence of a Logistics Management Specialist. Monitors the State/Territory automated CSS system network, determining fault isolation, problem resolution, and performance reporting or coordinates with appropriate office and/or official for resolution. Coordinates with Deputy Chief of Staff Information Management (DCSIM) on identifying, developing, establishing, and maintaining CSS systems interfaces with and/or CSS utilization of the Reserve Component Automation System as appropriate. Represents the Supervisor Logistics Management Specialist/DCSLOG on DCSIM Configuration Control Boards. Represents the DCSLOG for implementing or improving logistical operations through Automated Logistics Information Systems and Programs. * REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES * Requirements Conditions of Employment Qualifications OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. MINIMUM REQUIREMENTS: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS-9: 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience planning and organizing work assignments Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): -Knowledge of logistics systems, principles, concepts and methodologies of program management with the ability to perform analytical assignments involving issues with program management and automated systems support. -Knowledge of the design of Automated Logistics Information Systems and their use/relationship to operations and management of logistics programs within the supported units/activities -knowledge of the characteristics of networks and how they interact with serviced Automated Logistics Information Systems and Programs. -knowledge of logistics systems, principles, concepts, and methodologies of program management with the ability to perform analytical assignments involving issues with program management and automated systems support. -knowledge of various operating systems, software applications, and database query systems. This position is required to develop plans and timelines for resolution of technical problems identified in trouble tickets and initial setup of specified logistics computers. -knowledge to load software, configure modem and network cards, assign IP addresses and complete technical inspections. -knowledge of established information assurance regulations, policies, and procedures. The incumbent of this position is required to possess knowledge of and skill in operating automated logistical databases. Incumbent evaluates, determines, and initiates corrective action to recover or restore data and return the database to operational status and is required to monitor the various logistical systems, determining their efficiency, recommending, and implementing changes and evaluating problems with the new or modified systems. --Knowledge of, and skill in applying network design principles and concepts, network architecture principles and concepts, network protocols, remote access technology concepts, network operation and maintenance concepts and methods, network management tools, configuration management concepts and practices, network topology concepts, LAN/WAN principles and methods, network optimization techniques and acquisition management policies. --Skill in establishing connectivity between remote sites, creating network maps, troubleshooting network problems (outages) and implementing configuration management plans for complex LANs and WANs. --Skill in configuring routers and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns and installing network software fixes and upgrades. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience. FEDERALTIME-IN-GRADE (TIG): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for this level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. OTHER CONDITIONS OF EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. -For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. -For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment Please be advised: 1.
