Description of Duties:
The Health, Safety & Environmental (HSE) Lead supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. This involves administrative and field tasks per established industry practices, procedures, and regulatory and IRES requirements. The position requires practical application of occupational safety and related disciplines for managing safety and health aspects of a project or facility. The position reports to the Program Management & Integration Directorate’s Mission Protection Manager. The candidate will:
• Lead a small team comprised of less than 5 personnel executing the IRES and Missile Defense Integration and Operations Center (MDIOC) HSE programs. At least one Safety team member is located in Huntsville, AL.
• Enforce and maintain US OSHA, US EPA, National Fire Protection Association (NFPA), Unified Facility Criteria (UFC), and local HSE policy to ensure the safety and protection of our personnel and the environment.
• Conduct ESOH internal and external audits, construction job site and facility inspections, education and training, enforcement of standards, authoring and revising procedures and other related products.
• Facilitate, coordinate, and conduct HSE training for MDIOC and IRES personnel as required to promote a healthy and safe work environment.
• Respond, as appropriate, to medical emergencies, mishaps, near misses, and significant hazards.
• Conduct wellness checks, mishap reporting and accident investigations.
• Develops and manages a project-level safety and health program, or a major component of it, for a large-scale or complex project inclusive of technical and administrative aspects and compliance activities.
• Assures that safety and health requirements are integrated in planning documents, design criteria, construction, commissioning and startup and operational plans, schedules, procurement, and subcontract documents.
• Prepares technical and regulatory reports, and research issues to support HSE program execution.
• Provides technical support within HSE teams and to other project groups, so that safety and health requirements are integrated within project planning, design, construction planning, procurement, subcontracts, commissioning, and other project functions.
• Works with other project-level functional leads (e.g., engineering, construction, commissioning and startup, subcontracts, procurement, project controls, document control) to assist them in addressing safety and health requirements in their work products and activities.
• Coordinates with the Amentum business unit’s Safety Manager regarding significant issues and support needs.
• Emphasizes and uses risk assessment to help achieve continual improvement of the HSE program.
• Participates in HSE emergency preparedness planning and confirms investigation and resolution of safety incidents.
• Evaluates incidents and HSE performance trends.
• Builds working relationships with stakeholders and addresses their issues.
• Supervises project-assigned safety and health personnel.
• Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety/health requirements.
• Provides technical support and assistance to construction supervision and subcontractors in planning and executing field activities.
• Conducts assessments and inspections of project activities to monitor HSE compliance with contractual commitments, laws and regulations, and IRES requirements.
• Analyzes data, tracks HSE performance and trends, and prepares technical reports.
• Facilitates support for HSE team members, inclusive of all HSE disciplines.
• The successful candidate will be able to:
• Optimize customer visibility, manage priorities, standardize requirements, manage throughput, and ensure resources are efficiently and effectively managed (including Government-furnished resources).
• Provide routine status updates to discuss and clearly define objectives, schedules, metrics, and performance issues related to the programs with the Program Manager (PM), Deputy Program Manager (DPM), Program Management &
• Integration (PM&I) Director, Mission Protection Manager, customer stakeholders, and IRES workforce.
• Successfully integrate and coordinate all activities needed to execute the requirements of the Performance Work Statement (PWS) to include managing the timeliness, completeness, and quality of program and contract deliverables.
• Demonstrate insightful leadership and analysis in several areas, to include team building, business model adjustments, project planning/management, technical implementation, and adjudication of resourcing and prioritization conflicts.
• Effectively communicate, both verbally and in writing, with a diverse group of external and internal associates within the organization.
• Make independent judgments required for the planning, prioritizing and organizing a diversified workload.
• Drive continuous improvement and organizational change to better support customer requirements.

Basic Requirements:
Must have one of the following combinations of education and experience: HS Diploma (or GED) and 12 years of general experience; Associate’s degree and 10 years of general experience; Bachelor’s degree and 8 years of general experience; Master’s degree and 6 years of general experience.
• Must have 6 years of directly related experience
• Must have 3 years of experience working in a management or leadership role
• Have license or certifications in areas of Environmental, Safety, Occupational Health, Industrial Hygiene, Emergency Management, and Fire Protection
• Must have an active DoD Secret Security Clearance
• HSE inspection experience
• Experience conducting pre-construction project work Safety briefings

• Specialized technical skills and knowledge related to an applicable safety or health discipline

• Have experience working within the Missile Defense Agency
• Have demonstrated success in an HSE Leadership position
• Have License or certifications in areas of Environmental, Safety, Occupational Health, Industrial Hygiene, Emergency Management, and Fire Protection
• Have construction site experience
• Have experience preparing contract proposals
• Be comfortable walking around the facility and talking to people routinely
• Have experience managing small teams / organizations
• Bachelor’s degree (or international equivalent) related to occupational safety or health and 8-10 years of relevant experience or 12-14 years of relevant work experience
This position is expected to pay $97,000 - $122,000 annually; depending on experience, education, and any certifications that are directly related to the position.
