Definition

The Department of Human Resources is currently looking for an experienced Employee Benefits Professional to join our team! The Employee Benefits and Wellness Program is responsible for the administration of the City’s benefits and wellness programs. Employee Benefits and Wellness strives to provide cost effective plan designs and programs that support consistency and streamlined administration. The Employee Benefits Analyst II will play an integral role in the delivery of effective benefits administration program management.

Under direction, is responsible for serving as a subject matter specialist for the City’s employee benefits and risk management programs; performs related duties as required.

Examples of Work

  • Conducts and assists with Request for Proposal (RFP) processes.

  • Participates in employee benefit system testing, vendor census reporting, and COBRA programming.

  • Administers employee benefits programs; reviews and audits programs in accordance with negotiated contracts and employee benefits rules and regulations.

  • Processes enrollment and eligibility records; gathers and reviews employee benefits reports and program documentation.

  • Responds to employee inquiries; conducts research to ensure program administration is consistent with third party agreements, negotiated contracts, and legislative mandates.

  • Conducts employee benefits training for City departments, divisions, unions, and employees.

Preferred Skills and Experience

  • Five years benefit administration experience.

  • Proficient in benefit enrollment and management systems.

  • Proficient in request for proposal management.

  • Strong ability with data analysis.

  • Project management skills.

  • Excellent communication skills, including a strong customer service background.

Minimum Qualifications

Possession of a bachelor's degree AND two (2) years of experience in the administration of employee benefits, insurance risk management programs, worker’s compensation, claims processing and dispute resolution, or contract interpretation and compliance.

OR

Possession of an associate’s degree and four (4) years of experience in the administration of employee benefits, insurance risk management programs, worker’s compensation, claims processing and dispute resolution, or contract interpretation and compliance.

OR

Possession of a license to practice nursing in the State of Ohio and three (3) years of experience in the administration of employee benefits, insurance risk management programs, worker’s compensation, claims processing and dispute resolution, contract interpretation and compliance, managed care, or direct patient care.
