Grade 8: $70,000 - $75,500 Grade 9: $87,500 to $95,500 Work Schedule: Monday through Friday, daytime work schedule with up to two days per week remote work opportunities. General Summary: Under the direction of the supervisor, Sourcing and Vendor Risk Management, purchase hardware, software, telecom, supplies, and services; develop and negotiate complex contracts; manage vendor relationships; manage solicitations efforts. Summary of Responsibilities: Sourcing Analyst 1: Purchase IT hardware, software, telecom, supplies and services from vendors in accordance with State Teachers Retirement System of Ohio (STRS) policy. Negotiate with vendors to obtain the best price, terms and availability. Assist with contract review, negotiation, and renewal of ITS software, subscription and maintenance services. Monitor department expenditures and assist with budgetary compliance and planning. Manage telecom and invoice processing ensuring accuracy, prompt payment and dispute resolution. Assist with the development and issuance of solicitations including Request for Proposals (RFPs) and participate in analysis, evaluation and vendor notifications. Sourcing Analyst 2: Initiate vendors contact to research and purchase technical IT hardware, software, telecom, supplies and highly skilled resources in accordance with State Teachers Retirement System of Ohio (STRS Ohio) policy. Negotiate with vendors to obtain the best price, terms and availability. Plan, direct and administer all aspects of IT sourcing within projects including defining scope, setting strategy, developing and monitoring progress, timelines, price analysis and managing resources and vendor performance. Coach project team members on procurement strategies. Negotiate with vendors to reduce subscription and maintenance costs. Manage complex software renewals to ensure contract and vendor management compliance. Review contract terms and conditions and identify and negotiate changes with vendors; advise departments of contractual rights and obligations; negotiate amendments. Leverage sourcing power to identify and resolve contractual issues. Analyze and track department expenditures and assist with managing budgetary compliance, vendor payment and strategic planning. Develop and issue Request for Proposals (RFPs) and lead the vendor and pricing analysis, evaluation, and notification process; prepare award proposals. Develop policies and research best practices in the area of IT sourcing; identify and implement process improvements.
