Summary You will serve as a Functional Lead for the Purchase Requisition Branch in the Property Management Division; Corporate Operations Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will serve as a functional lead for the Procurement Requisition Branch and is responsible for mentoring and leading team members in the areas of technical material screening, MILSTRIP, P-Card and SAP material procurement specialists. You will work directly with the 1071 Branch Head to ensure proper physical inventory accountability is attained through the procurement process. You will lead procurement activities across all departments within the division, and work with leadership on procurement policies and procedures. You will execute systems-level troubleshooting to make recommendations to leadership. You will lead small project teams to ensure policy/process changes are implemented across the Property Management Division. You will generate metrics and reports for command leadership to ensure proper execution of material procurements. You will monitor and provide feedback concerning the performance of all Division Procurement Requisition creators. You will provide technical advice and guidance in the areas of Property Management functionality and internal control systems. You will generate guidance material and provide functional training to the Property Management Division and customers. You will support Property Management Branch Heads with solving functional issues and situations as they arise. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to ensure proper execution of an organization's material procurements. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high-grade position: therefore, the salary may be limited to a GS-13 Step.
