Summary The primary purpose of The Supervisory General Engineer/Operations Research Analyst is to serve as first line supervisor for a division of analysts, engineers, scientists, data scientists, and modelers. Directing and overseeing personnel, analysis, modeling, and simulation for an information effects focused division to provide military customers with engagement options and effects; and to develop new analytical models, methods, and techniques. Responsibilities DR-0801/1515-03 Serves as first-level supervisor, technical authority, and advisor to second-level supervisor. Directs and oversees research and development for the work unit to develop further understanding of unproven concepts or phenomena; to formulate and validate hypotheses; and to develop new analytical techniques and methods associated with a range of data, modeling, simulation, and analytic activities or depth of analysis affecting a wide range of activities. Leads the way on cutting edge advancement of modeling, simulation, and analysis to support integrated multi-disciplinary analysis, enabling technically rigorous modeling efforts within the directorate. Displays knowledge of programming languages, specifically R and Python is desirable, along with model development. Provides technical direction to identify, coordinate and prioritize requirements for the development of new and/or improved methods and tools to advance data analytics, models and simulation, methods and capabilities, as appropriate. Provides direction to identify, coordinate and prioritize requirements for the development of new and/or improved methods and tools to advance scientific/engineering/analytic specific capabilities, as appropriate. Ensures products meet Command and customer expectations and standards. Identifies analytic requirements to support development activities through acquisitions. Represents organization at meetings, conferences and trainings to keep abreast of issues impacting organization; ensure project plans and objectives are on target; resolve technical and project conflicts; and serve on relevant groups or committees and establishes, develops, and maintains effective working relationships with higher headquarters and external organizations. In order to qualify for this position you must meet the basic education and/or specialized experience requirements. For DR-III: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DR-II/GS-12/13 grade level. Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. Examples of specialized experience include leadership experience, experience developing/executing advancement requirements, experience training/mentoring others, project management and project leadership experience, and technical ability and knowledge across a variety of analytic capabilities. Knowledge, Skills, and Abilities (The following will be used to help rate and rank eligible candidates.): Knowledge of and ability to plan, organize, and direct activities of the division involving the analysis, structured analytical techniques, and novel community and commercial approaches model complex national security issues and for visualization and communication of intelligence, complex technical information, and results of modeling and analysis. Knowledge of and ability to conduct testing and evaluation of new capabilities for integration to support quantitative targeting recommendations and/or effects assessments supporting warfare planning options. Knowledge of and experience with defense and military customers is not required, but desirable. Knowledge of the information environment is desirable. Knowledge of and ability to identify funding requirements to support development activities. Develops integration plans and executes Technical Point of Contact/financial duties for contract efforts, as required. Skill in mentoring analysts in the application of new capabilities to current projects. Ability to represent JWAC and establishes, develops, and maintains effective working relationships within JWAC and external organizations and customers. Skill in the creation and implementation of training plans for all employees. Skill in meeting with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Ability to prepare and present reports and briefings on status of work unit's initiatives and/or recommends action to key internal and/or external elements. Represents JWAC at meetings, conferences and trainings in order to keep abreast of issues impacting organization; ensure project plans and objectives are on target; resolve technical conflicts; and serve on technical groups or committees. Knowledge of and experience in designing and implementing innovative programs, processes, and solutions is desired. Ability to formulate objectives and priorities, assess risk, and execute plans is required.
