Summary The Primary purpose of this position: is to perform work in Fiscal Service. This position reports to the Chief, Accounting Section. The Organizational Location of the Position is: Accounting Section, Fiscal Service, VA North Texas Healthcare System (VANTHCS) Dallas, TX. Responsibilities Duties include but are not limited to: Reviews requisitions for services, supplies, real property, equipment, and adjustments for all appropriations (including GPF & CWT) for the medical center. Obligates documents received in IFCAP, processed, and transmitted to FMS. Posts payments to obligation documents when payment is processed. Conducts follow-up with service line to determine appropriate action to resolve aged item Examines credit memos and reclaims from vendors to determine appropriateness. Audits payment documents received from vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness. Review records to determine accuracy of costing, timeliness of reconciliations, and appropriateness of purchases Reconciles and balances the Accrued Services Payable and Undelivered Orders Reports in FMS and IFCAP monthly. Researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments and makes corrections as necessary to resubmit transaction to FMS Work Schedule: Monday - Friday from 8:00am to 4:30pm Telework: May be authorized per agency guidelines Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience in auditing payment documents received from various sources such as vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness AND reconciles and balances the Accrued Services Payable and Undelivered Orders Reports. Post payments to obligation documents when payment is processed AND Experience with general ledger accounting and the control/ subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. There is no educational substitution at this grade level. You will be rated on the following Competencies for this position: Accounting Customer Service Accounting Operations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
