Making Cents International is recruiting a Financial and Administrative Management Director for an anticipated Task Order under the Compliance and Capacity to Support Diverse Partnerships (CCSDP) IDIQ. The USAID/Tanzania Strengthening the Capacity of Local Organizations Activity will support capacity strengthening of local organizations in Tanzania. The Director will be supervised by the Chief of Party (CoP) and will be responsible for the project's financial and administrative management. This includes budgeting, financial management, reporting, sub-agreement management, logistics, risk management, and compliance with donor and country regulations. This position will also be responsible for using online accounting software to enter financial data, preparing project budgets, and developing internal and external financial reports. This position will oversee administrative functions such as procurement, logistics, and local and international travel. This position may also support capacity strengthening activities related to financial management and administration of USG awards. This position is a full-time position (40 hours per week) based in Dar es Salaam, Tanzania.

This position is contingent upon winning a contract award.

Responsibilities:

The Financial and Administrative Management Director will be responsible for the following tasks:

  • Oversee all aspects of operational and financial management, including task workflow and deliverable schedule management, financial and budget management, consultant recruitment and management, logistics, and office management.

  • Establish, maintain, and support other staff in understanding and implementing relevant operational systems, with an eye towards promoting proactive collaboration across technical and operational workstreams.

  • Ensure project compliance with USAID procedures, rules, and regulations.

  • Liaise with relevant partners in support of project activities, including providing guidance and mentorship to local partners to strengthen capacity in financial management and compliance with USAID procedures, rules, and regulations.

Required Qualifications:

  • Minimum of a Master’s degree with at least 8 years of experience in accounting and finance, including experience on USAID-funded projects. Degree in finance, accounting or business strongly preferred.

  • At least five years of experience in a leadership and supervisory capacity.

  • Excellent English written and verbal communication skills, including with diverse partners and stakeholders.

  • Experience living and working in Tanzania. Resident of Tanzania preferred.

  • Demonstrated effectiveness in an advisory capacity, including working with and mentoring other team members and partners.

  • Experience with financial management information systems and software.

  • Experience with USAID-funded projects.
