Manpower and Management Support Job Locations US-OH-Dayton ID 2024-5639 Category Management Type Full Time Hours/Week 40 Location : Name Wright Patterson AFB Position Summary Odyssey Systems has an exciting new opportunity for a Senior Manpower and Management Support, supporting AFLCMC/LP Propulsion Directorate, Wright Patterson AFB, OH. Responsibilities Duties include, but not limited to: Provide knowledge and experience of management and organizational principles and practices along with a knowledge of resource management functions to develop and implement integrated approaches and solutions to human resource concerns and issues. This includes skills required to support management functions, processes, and analytical methods and techniques to gather, analyze, and evaluate information. The skills/knowledge should include organizational structures, resource requirements, utilization or control, manning requirements, human resources, and Department of Defense (DoD) / USAF program and project analysis. This also includes developing and implementing programs to facilitate the identification and improvement of processes for the purpose of continuous process improvement. Provide knowledge and experience in manpower and personnel management. Posess and demonstrat thorough knowledge of civilian personnel and manpower directives, policies, and procedures is required. Knowledge of the current master labor agreement and supplements, management and labor theories and techniques to resolve unique and complex problems and working knowledge of applicable labor law is also required. This includes analyzing higher headquarters guidance and providing recommendations to organizational personnel for completing manpower and personnel documentation; maintaining unit personnel management roster/unit manning documents and related organizational rosters; maintaining and processing civilian time cards and leave forms; and writing and maintaining office plans and procedures such as maintenance of an accurate organizational baseline, organizational charts, functional statements, mission descriptions and telephone directories. Advise senior leaders, supervisors, and managers on manpower resource issues. Independently perform research and advise on a variety of issues of a sensitive nature that concern resource policies and procedures, and related legal, regulatory, and contractual requirements. Review draft regulations, directives, and other guidance and prepare recommendations and comments reflecting impact on local policy or practices. Analyze higher headquarters guidance and provide recommendations to organizational personnel for completing manpower and personnel documentation; maintaining unit personnel management roster/unit manning documents and related organizational rosters. Participate in special projects by applying analytical skills and expertise to improve human resource management services provided to the directorate. Plan and conduct comprehensive manpower, personnel, and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant services to improve mission effectiveness, resource efficiency, and resource savings. Conduct workload surveys evaluating and analyzing the disciplines and related specialized skill requirements for changing organizational programs and mission. Make recommendations on new policies, practices, and procedures to achieve resource goals relative to mission requirements, funding, manpower constraints, civilian and military personnel constraints, statutory requirements, and organic capabilities.
