Position Summary:

KBR is seeking a motivated Technical Program Manager (PM) to provide support for the Command, Control, Communications and Battle Management Program Executive Office, Advanced Battle Management System Division, Aerial Networking Branch.

As a Technical Program Manager, you will be responsible for assisting the government with planning, direction, oversight, and technical administration of projects and ensure full compliance with contract requirements and technical traceability for the project lifecycle. This Technical PM will utilize ‘agile’ development techniques and tools to manage teams of varying program disciplines, independently manage Jira scrum boards, support systems development, integration, verification & validation, and the execution of rapid development into dynamic platform deliveries. This PM also participates in program reviews, supports experimentation events, and readjusts resources and schedules to accomplish programs. This individual will plan and adjust work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. You will facilitate continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrate problem resolution into ongoing work without loss of workforce efficiency. In addition, you will demonstrate expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex proposals, such as technical projects and strategic planning as a top-level contributor/specialist.

Key Responsibilities:

  • Responsible for overall planning, direction, oversight, and administration of projects

  • Ensure full compliance with contract requirements

  • Maintain and manage Jira scrum boards and agile teams (scrum master, backlog grooming, sprint meetings, retrospectives, etc.)

  • Support the systems development process and project traceability at the branch-level

  • Provide technical coordination across engineering and program disciplines, groups

  • Support the larger branch-level PM and Program Support team

  • Implements and provides guidance related to processes and policies, oversees the work of staff, and recommends priorities of projects and programs

  • Demonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top-level contributor/specialist

  • Mentors project leaders to improve processes, procedures, and standards based on programmatic needs.

  • Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costs

  • Implements associated risk mitigation strategies, briefs senior management

  • Participates in program reviews and adjusts resources and schedules as needed

  • Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity

  • Facilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiency

  • Accomplish program and mission goals by relying on extensive experience and judgment

  • Perform a variety of complex tasks with a wide degree of creativity and latitude

  • Provide consultation on complex projects and be a top-level contributor/specialist

  • Interface with team leads and senior Government personnel

  • Interact with team leads and SMEs to resolve project or technical issues

  • Strive for continuous improvement with project teams

  • Adapt to new requirements and challenges

  • Provide verbal and written reporting to senior Government personnel

Work Environment:

  • Location: On-site

  • Travel Requirements: Minimal 0-20%

  • Working Hours: Standard

Qualifications:

Required:

  • 5+ years’ relevant PM and/or test & evaluation experience in the DoD

  • Experience with DoD program management practices, reporting, quality guidelines, and financial management

  • Experience with Atlassian software tools (Jira, Confluence, Bitbucket)

  • Bachelor’s Degree in a related science, technology, engineering, & mathematics (STEM) discipline

  • Perform a variety of complex tasks with a wide degree of creativity and latitude

  • Consult on complex projects and contribute at a senior level

  • Ability to multi-task and prioritize

  • Ability to work with a team of multi-disciplined specialists

  • Strong interpersonal, oral, and written communications skills

  • Ability to produce integrated schedules across multi-disciplinary teams

  • Ability to work effectively at all organizational levels, including a matrixed environment

  • Strong business acumen; proactively identify and resolve problems efficiently

  • Leadership competencies including influential communications, strategic thinking, fostering innovation and collaboration, developing talent, customer focus, and catalyzing results

  • Proven ability to implement & lead change in a fast-paced, rapid acquisition project

  • Dynamic system thinking and process definition

  • Agile project management with scrum master experience

  • Active DoD Top Secret Clearance

Desired:

  • Education: Master’s Degree in a related STEM discipline

  • Trainings, Licensures, Certifications: DoD Program management training, DAU certification(s), or PMP desired

  • Industry Experience: Experience in commercial or DoD test planning, test execution, and final report writing

  • Technical Experience: Digital Engineering, DevSecOps, and/or Agile project management experience

  • Development Experience: System-of-systems development and project traceability
