This is an independent accounting position performing a wide variety of complex accounting and financial a wide variety of complex accounting and financial functions. This position is identified as a financial/sensitive position and will handle money and perform tasks involving financial trust and perform tasks involving sensitive and confidential information. Requires a background screening, including fingerprinting. Key custodian for assigned areas. Adheres to the Information and Security policies and procedures. This position is under the direct supervision of the Accountant Supervisor II - SES.
Responsible for accounts payable functions for the agency. Audit and prepare invoices for payment and keys in data. Fills out the paid invoices spreadsheet with warrant number from voucher to date cashed. Prepare monthly/quarterly invoices to agencies for reimbursable expenses. Properly code invoices to programs to assure correct entries into State Automated Management Subsystem. Purchasing Card Level-2 Approver, reconciling cardholder charges to supporting electronic documentation, and assisting with uploading documentation as needed. Maintains all FISCAL files in orderly and retrievable manner for auditing purposes adhering to DOH Retention Schedules. Account Manager for Cell Phone system and billing process, insures agency compliance with guidelines.
Verify and prepare daily revenue reconciliation and treasury deposits and entry into the FLAIR system. Maintain files in an orderly and retrievable manner for auditing purposes adhering to DOH Retention Schedules. Monthly responsible for running collections and write-off routines and generating the reports. After approximately 20 days after initial routines, eligible accounts are processed for writing off or sending to collections. Monthly processes postal reimbursements to programs and conducts Sunpass account reconciliation. Quarterly, assists supervisor with delinquent accounts receivable reports. .
Assist Administrator, Business Manager, and staff with fiscal duties and processes. Assist in entering various transactions into FLAIR and FIRS. Assist budget owners and program managers with various duties as requested to support budget preparation and accountability, perform analysis of expenditures as requested to support program management and the operations of the agency.
Assist with other related duties as indicated.
Prefereed Knowledge, skills and abilities, including utilization of equipment: Working knowledge of FLAIR, FIS, PALM, MFMP/AOD, FIRS, Microsoft Word, Excel, Customer Service, and Analyzing Data.

MINIMUM QUALIFICATIONS:
• A high school diploma or its equivalent and three years of bookkeeping or clerical accounting experience
Or
• College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required experience provided such education include two courses in bookkeeping or accounting.
Or
• Vocational/technical training in bookkeeping or accounting can substitute at the rate of 720 classroom hours for each year of the required experience.
Other job-related requirements for this position:
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Purchasing card holder, adhering to policy and procedures.
Working hours: Daily from Monday thru Friday7:30 AMto4:30 PM. Total hours in workweek40. May be assigned to other clinic locations as needed for staff coverage.
