Description of Job

The Work Unit:

The Permit Modeling Unit (PMU) performs and reviews air quality-related analyses for a variety of air programs to meet Federal and State regulatory requirements, but specifically perform and review air quality-related analyses for stationary source permitting. The analyses include air quality impact modeling, emission modeling, and meteorological analysis. This unit also exists to provide technical work products and analysis to internal and external customers and supports various internal and external special studies.

What you will be doing

This position exists to, under the guidance of the PMU Supervisor, perform and support technical analyses that are completed by the unit in a timely manner, following applicable regulations and guidance. This position applies scientific research methods, theory, and principles in the identification, study, and solution of air pollution problems; applies, develops, and validates mathematical air quality models that compute or simulate the emission, transport, and fate of airborne contaminants; assesses air quality impacts from air pollution sources to demonstrate compliance or noncompliance with state and federal regulations and thresholds of concern; develops spatially and temporally complex models of air pollution emissions; applies mathematical and computer models of air pollution dispersion to predict impacts of proposed activities; and communicates the results of this work in reports, publications, and presentations.

Job Duties:

Permit Modeling Application Reviews

  • Under the direction of the PMU Supervisor and existing modelers, reviews air quality modeling and model determination requests submitted to Air Pollution Control Division (APCD) as part of new construction permits, modification to existing permits, and Prevention of Significant Deterioration (PSD) permits.

  • Design, develop, execute, and evaluate air quality modeling and methodologies that are used to assess the air quality impacts from a variety of pollution sources.

  • Comment on technical and theoretical aspects of air quality modeling studies and analyses generated by the public and private sector to show compliance with regulatory ambient air thresholds and standards.

  • Support the enhanced modeling / assessment of disproportionate impacts of air pollution of environmental justice communities.

  • Ensures the air quality modeling for these permits comply with Environmental Protection Agency (EPA) and Colorado regulations and guidance.

NEPA Modeling Reviews and Other Special Projects

  • Under the direction of the PMU Supervisor and existing modelers, this position designs, develops, executes, and evaluates air quality modeling and methodologies that are used to assess the air quality impacts from a variety of pollution sources in various NEPA reports or other special studies.

  • This position ensures the air quality modeling for these assessments comply with EPA and Colorado regulations and guidance.

Training

  • Work with the Modeling Supervisor to take professional development training in air quality, atmospheric dispersion, State Implantation Plans, Permitting, and FLM and EPA Guidance, Tools, and Resources.

  • Take internal APCD training to include but not limited to OnBase, CORA, OIT quarterly security, CDPHE New Hire and Annual as assigned.

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Five (5) years of relevant experience in meteorology, engineering, chemistry, physics, environmental science or a closely related field

OR

Education and Experience:

A combination of related education and/or relevant experience in meteorology, engineering, chemistry, physics, environmental science or a closely related field equal to five (5) years

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:

  • Experience in data gathering, synthesis, research methodologies, data analysis and reporting

  • Experience with air quality modeling methodologies and EPA Appendix W guidance related to air quality modeling

  • Experience working with local agencies, regulated entities and stakeholders

  • Exceptional written and oral communication skills

  • Experience in data gathering, synthesis, research methodologies, data analysis and reporting

CONDITIONS OF EMPLOYMENT
