The Work Unit

At thePrevention Services Division (PSD),we are guided by a core belief: that ordinary people working together can change history. Our organizational goal is to inspire people to take action, empower them to change their world for the better, and connect them so they can achieve more together than they can alone.

PSD consists of roughly 283 employees who partner with public and private partners across Colorado to improve the health of all Coloradans. Our team of professionals develop, review, implement, and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury, and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce. The Health Promotion and Chronic Disease Prevention Branch (HPCDP), in the Prevention Services Division (Division), plans, designs, implements, and evaluates public health interventions related to chronic disease and related risk factors, with a goal of improving health-related quality of life for all Coloradans. Special emphasis is placed on evidence-based practices, data-based decision-making, capacity-building, partnerships, and integration between program efforts for efficiency and effectiveness. The Healthy Communities Unit is part of the HPCDP Branch and exists to collaborate across the Department and across multiple sectors to advance evidence-based policies and environmental changes to impact community health across the lifespan.

Many chronic diseases share the same systemic causes including the lack of built environments to support physical activity, access to nutritious foods, and social connectedness as well as poverty and economic instability. As we seek to address these crucial issues, we commit to being responsive to the reality that structural racism intensifies each of them. The HPCDP Branch recognizes that racism is a public health crisis and is committed to improving racial and other forms of equity through all of its programs.

The Position

The Cancer Systems Specialist, within the Healthy Eating Active Living and Cancer Unit, coordinates the implementation of the Centers for Disease Control and Prevention (CDC) work plans for the Colorectal Cancer Control Program (CRCCP) and the Clinic Quality Improvement (CQI) strategy of the National Breast and Cervical Cancer Early Detection Program (NBCCEDP). The focus of these grant programs is to support health systems that serve those who are disproportionately impacted by health inequities to improve access to and completion of colorectal, breast and cervical cancer screening. Assists in intervention design, developing and monitoring contracts, and collaborating on program evaluation.

Uses clinic policies and workflow, clinic transformation, electronic health record systems, and implementation of evidence-based strategies to increase cancer-screening services in health systems, including clinic-clinic connections from primary care to colonoscopy providers. Communicates with all levels of health systems staff and technical assistance partners to develop, implement, and track CQI activities. Develops partnerships and creates linkages between public health and state and local-level systems, and the Colorado Cancer Coalition to promote policy, health system infrastructure, and services that effectively address barriers to obtaining screening services for breast, cervical, and colorectal cancer.

Develops subject matter expertise about related risk factors and preventive approaches for breast, cervical and colorectal cancer. Provides specific expertise in colorectal, breast, and cervical evidence-based interventions, related surveillance data, and current literature on promising practices and trends in the field through supporting implementation of policy and systems change to decrease risk factors and increase screenings.

Frequently interacts with staff in other programs, units, branches and divisions, namely the Comprehensive Cancer Control Program, Health Eating Active Living programs, the Health Services and Connections Branch and the Center for Health and Environmental Data (CHED). Utilizes data and evaluation to guide activities by working closely with the Chronic Disease Epidemiology and Evaluation Program to ensure progress towards cancer program goals.

Incorporates principles of health and racial equity into the routine program administration, contract monitoring, and communication strategies among internal and external partners.

Must meet one of the following or any combination of experience/education to meet the qualifications:

  • Six (6) years of professional experience in public health or health-related organization. This experience must include project management, working with population-based initiatives, health systems (e.g., clinics, hospitals, health plans), and providing technical assistance.

OR

  • Graduation from an accredited college or university in public health, nursing, health education/promotion, health policy, public administration, social work , or a closely-related field.

    AND

  • Two (2) years of professional experience i n public health or health-related organization. This experience must include project management, working with population-based initiatives, health systems (e.g., clinics, hospitals, health plans), and providing technical assistance.

Substitutions:

  • A master's or doctorate degree in public health, nursing, health education/promotion, health policy, public administration, social work , or a closely-related field may substitute for the required experience on a year-for-year basis.

  10. Experience in identifying and implementing evidence-based clinic quality improvement strategies.
