About This Unit:

This unit exists to support the Human Services system by managing departmental financial operations and resources, to accomplish effectively and efficiently the fiscal and accounting functions related to the diverse programs within the Department of Human Services, to provide fiscal support related to sources and uses of funds to program and budget management, to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls.

The Timekeeping/Payroll office is responsible for the accurate and timely collection and reporting of hours worked and leave taken by Department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act, and State Personnel Rules. This unit serves over 5,200 employees in eleven agencies (DHS, Grand Junction, Pueblo and Wheat Ridge Regional Centers, Colorado Mental Health Institute at Ft. Logan and at Pueblo, Division of Youth Services, and Fitzsimons, Rifle, Homelake and Florence Veterans Community Living Centers) that are located in the state and provides payroll and timekeeping functions for the entire Department. This unit is also responsible for supporting the Cost Accounting unit with recording, classifying, verifying and reporting for agencies and programs within CDHS. Employees in this unit will be in contact with all agency employees of varying ages and backgrounds, and as contact is maintained with employees, there will also be contact with the developmentally disabled and mentally ill clients and patients.

About This Position:

Payroll and Timekeeping Training for all CDHS Staff

• Develop a course listing of payroll and timekeeping training classes that are offered.

• Develop training materials, plans, agendas and guides for each in person training class offered.

• Create and revise training modules for payroll and timekeeping training sessions as necessary for all users to be available in the LMS system.

• Create and revise information sheets/job aides for payroll and timekeeping for all users to be available in the LMS system and on payroll and time keeping pages such as the intranet.

• Develop (material, schedule and logistics) online web based in person led trainings.

• Develop in person training schedule for all facilities, with at least quarterly listings of offerings.

• Develop and maintain requirements for all user levels of pertaining to the Payroll and Timekeeping systems, process, procedures and requirements.

• Maintain, track, report and follow up on training requirements by employee.

• Develop and provide training on the standards of the department and system uses/changes to CDHS payroll staff (CDHS, State and Federal) to include training agenda’s, resource locations and end user resource understanding.

• Revise and maintain the KRONOS Access Request Form, additional timekeeping forms, and the instruction page for each

• Maintain all training sessions sign up listings and completion certifications in Cornerstone (LMS).

• Manage all technical needs for training including computer lab reservations, GoTo meeting schedules and conference lines.

• Troubleshoot and address all issues for end users as reported in training classes or materials.

• Develop and maintain KRONOS and payroll materials required by Human Resources for NEO online and for the intranet.

• Review all content changes with the payroll and timekeeping manager or assistant manager for approval

Payroll and Timekeeping Training/Central Time Management

• Train Payroll and Timekeeping staff on entry of all new hires for the facilities assigned in Kronos. Once employees are in the payroll system create the Kronos people record, enters pre-hire and NEO, enters W-4 and direct deposit information in payroll system and give employee’s digital folder to payroll officer.

• Once notified of termination/resignation/retirement of an employee for the facilities assigned confirms that Kronos is accurate and complete and completes the timekeeping sections of the Terminated Employee Checklist. Saves all pages of Terminated Employee Checklist and signs as Timekeeper and saves completed employee’s digital folder and notifies payroll officer to process final payment.

• Train Payroll and Timekeeping staff on the processing of the biweekly and/or monthly Kronos closing for assigned facilities’ employees.

• Training on cost accounting template updates for biweekly and/or monthly employees for the assigned facilities.

• Regular training on entry of all FML, STD and Injury Leave for assigned facilities’ biweekly and/or monthly employees forecasting leave usage for FML and Injury Leave while coordinating with benefits, employee’s supervisor and/or editor.

• Training on entry of all Kronos information form changes, missed punches and late leave slips for assigned facilities’ employees.

• Instruction on reviewing all Kronos entries for biweekly and/or monthly employees in the assigned facilities as their pay is completely generated by Kronos.

• Training on analysis of biweekly and/or monthly employee work and leave time to ensure work hours, overtime, shift time and leave taken are recorded timely and accurately.

• Complete each biweekly and/or monthly payroll reconciliation for the biweekly and/or monthly employees in the facilities assigned, pulling direct deposits as needed to avoid overpayment.

• Training on maintenance required payroll reports for payroll unit and program accountants.

CDHS Intranet Maintenance and Payroll Calendar Maintenance

• Maintain and regular maintenance of Payroll and Timekeeping CDHS Intranet page

• Update CDHS Intranet Page including; Employee Information, Forms, Policies and Procedures, Payroll Training, Calendars and Deadlines and Kronos sections

• Regularly update Payroll Contact Information on CDHS Intranet Page

• Prepare and distribute deadlines calendar for all payroll and timekeeping duties at all levels of responsibility

• Produce payroll and timekeeping newsletters for all staff with educational information and useful tools

• Office logistics and integration of processes, procedures and communications as assigned by leadership Operations Manager/Payroll Manager/ Assistant Payroll Manager/ KRONOS Manager

Projects

• Complete projects as assigned under direction provided by leadership.

• Participation in special projects as requested by leadership

• Assist with office needs as assigned by leadership

• Attend, participate in and lead relevant meetings with partners throughout CDHS

• Perform any other duties that may be assigned to this position to meet the mission and goals of the department.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience Only:

Six (6) years of relevant experience in workforce training, learning and development, communications, organizational development or a closely related field

OR

Education and Experience:

A combination of education in business administration, training, learning and development, organizational development, teaching, communications or closely related field and/or relevant experience in workforce training, learning and development, communications, organizational development or a closely related field equal to six (6) years

Preferred Qualifications:

  • Ability to interact and access various stakeholders to achieve maximum knowledge, both internal and external to the unit, and able to demonstrate a strong customer orientation and dedication; and ability to set and prioritize workload, and successfully manage multiple overlapping deadlines.

  • Previous experience creating training materials

  • Experience delivering training in person and/or online (live)

  • LMS Monitoring and Reporting experience

  • Payroll or Timekeeping experience

  • Experience in Articulate Storyline, HRMP, Kronos, Cornerstone, LMS systems

  • Communicate clearly

  • Attention to detail and accuracy

  • Analytical skills in assessments and planning

  • Google tools experience including drive, forms, surveys, meetings and sites hosting

  • Google Meeting (lead on training) experience
