** The Affordable Housing Senior Director oversees and manages a portfolio of affordable housing properties and embraces the supportive housing mission of Volunteers of America Colorado (“VOAC”). This position is responsible for the oversight and management of affordable housing and services and for creating a housing management team that will distinguish itself by fulfilling the mission of Volunteers of America in the delivery of outstanding resident satisfaction and excellent financial performance.

Essential Duties and Responsibilities

  • Works with VP Affordable Housing, the Greater Management Team, (participating in various roles as a GMT member) and other Directors to establish and accomplish goals and objectives of the agency’s strategic plan.

  • Recruit, hire, train and lead a team of on-site property management personnel for each property in the assigned portfolio. Train, coach, manage and evaluate direct reports.

  • Manages a portion of 1,300+ units and over $120 million in property valuation successfully by property type via financing and regulatory agreements while following best practices in each of the following areas:

  • Review and analyze the economics and demographics for each metropolitan area

  • Ensure excellence in implementation of sound property financial management including budgets, monthly financial statements, balance sheet and cash flow.

  • Oversee and collaborate with the Director of Maintenance to implement a Property Physical Assets, Issues and LONG-TERM Repair /Replacement Plan.

  • Direct, enhance, promote, and design best-practices regarding customer service standards for VOA Colorado and the delivery and accountability of training to staff. Champion client satisfaction as one of the highest priorities, at each property.

  • Upholds and ensures employee and property compliance with policies and procedures along with applicable laws and regulations.

  • Enhances and supports relationships with all VOAC departments.

  • Management and maintenance of accurate property financials within portfolio.

  • Responsible for strong and healthy financials for each portfolio property.

  • Advocacy of and collaboration with Social Services programs located at each site within portfolio.

  • Direct successful vendor contract negotiations for special projects and administrative requirements.

  • Implements and assigns staff to oversee a department wide training program to enhance staff knowledge and viability.

  • Represent and present the VOAC Affordable Housing department to partners, the public and the VOAC Board.

  • Supports and advocates for all VOAC programs.

  • Collaborates with VP and works to assist in design and implementation of a strategic plan for VOAC Affordable Housing.

  • Become an effective spokesperson for VOAC and for VOAC’s Affordable Housing mission.

  • Be a strong team player in Affordable Housing and for VOAC overall by incorporating the HHS virtues as articulated below.

  • Promote staff retention via communication, feedback, engagement, empowerment, bonuses and other activities.

  • Works in conjunction with owners, development to identify opportunities for affordable housing in the Colorado Region.

  • Any other duties as assigned.

OUTCOMES

· Occupancy should consistently be at 95% within the first year of hire

· Reduced Delinquencies based on property and property type

· Compliance with CHFA, HUD, syndicators, HOME, CDBG

· Turn rate of industry standards of 7 days

· HOTMA ready for 2025

Supervisory Responsibilities

· Associate Directors

· Property Managers I-IV

· Oversight of 1300+ unit portfolio, which includes Northern Colorado, Southern Colorado and Denver Metro Area

Working Conditions and Physical Requirements

· Travel will be required.

· Ability to walk each property with site staff. Ability to speak, hear and communicate effectively.

· Sitting or standing for long periods of time.

Position Type and Expected Hours of Work

· On Site, Full-time, Exempt position. Typically, Monday – Friday 8:00AM to 5:00 PM. On-call duties

Salary Range: $95,000-$115,000 annual

Requirements

Competencies

  • Models the core culture attributes of VOA Colorado that include “AIRS” (Accountability, Integrity, Respect, and Service)

  • Models VOAC’s three strategical critical virtues of HHS (Humble, Hungry and People Smart)

Minimum Qualifications of Position

  • Seven years multi-site housing management experience

  • Seven years or more experience with HUD and Tax Credit properties

  • Seven years supervisory experience. Ability to recruit, hire, train and supervise on-site operations personnel.

  • Strong knowledge of housing operations, specifically affordable housing and property management, including business acumen, computer systems/software, regulatory requirements, marketing and leasing, physical asset management, HUD, Bond, Tax Credit and Conventional financing.

  • Ability to travel frequently. Valid Colorado Driver’s License, proof of insurance and satisfactory Motor Vehicle Record (MVR) required.

Preferred Qualifications of Position

  • Professional certifications preferred (COS, ARM, CAM, RAM)

  • Licensed Colorado Real Estate Broker

Knowledge and Skills

  • Strong leadership abilities: able to coach, equip, and develop individuals and effectively lead a team while overseeing multiple properties.

  • High initiative, seeking continuous improvement, actively engaging in strategic growth and problem solving

  • Good organizational skills and the ability to multi-task.

  • Knowledge of Fair Housing Laws and state Landlord rights and obligations.

  • Knowledge of the HUD 202, Section 8, and Low-Income Housing Tax Credit programs.

  • Good Communication and people skills.

  • Conflict resolution and problem-solving skills are a must.

  • Detail oriented.
