Description of Job
The Fiscal Specialist is responsible for managing and facilitating statewide fiscal monitoring processes to ensure compliance with the Education Department General Administrative Rules (EDGAR), the Individuals with Disabilities Education Act (IDEA) and the Exceptional Children's Education Act (ECEA). They will serve as the content expert on special education fiscal rules and processes. They will also serve as a content expert and lead the technical assistance work within the General Supervision and Monitoring Team related to the special education fiscal policy, practice, and procedure.

Key Duties:
Serve as a content expert on EDGAR, IDEA and ECEA fiscal rules related to special education and serve as a lead of Office of Special Education fiscal monitoring and technical assistance as part of the General Supervision and Monitoring Team.
Serve as the fiscal content expert and monitoring lead in the following areas: IDEA Federal Application, IDEA Budget (Personnel), Proportionate Share (children with disabilities placed by their parents in private schools), Significant Disproportionality, and Maintenance of Effort.
Provide technical assistance and support to CDE colleagues, special education administrators/educators on compliance with special
education law, regulation, and processes consistent with EDGAR, IDEA, ECEA, and OSEP's QA23-01 Guidance Document.
Review and evaluate Comprehensive Programs plans to determine fiscal strengths and weaknesses as part of required monitoring process.
Oversee all aspects of monitoring and facilitate on site monitoring of implementation of EDGAR, IDEA, and ECEA rules related to allowable use of special education funds.
Develop preliminary draft monitoring reports that completely and thoroughly discusses identified monitoring findings. Report should
outline strengths, documented evidence used to determine findings, and recommendations.
Support the review and approval of AU federal application narrative, assurances, and performance report.
Oversee implementation of Corrective Action Plans related to fiscal matters as part of General Supervision and Monitoring, including support and monitoring of AU who have been identified as significantly disproportionate.
Consult with appropriate AU personnel regarding monitoring, findings, and on going support if needed, to be in compliance with fiscal rules and and statute.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Bachelor degree in special education, accounting, or related field.
3 years experience in federal grant management, with preference for experience in IDEA fiscal management.
Qualifications:
- Demonstrated skills and abilities to independently problem solve and resolve/describe findings and document discrepancies.
Ability to logically apply statutes and regulations to reasonably support all monitoring findings.
Demonstrated ability to manage large work loads, including but not limited to effectively tracking action items/deliverables, as well as
complete assignments within prescribed deadlines.
Intermediate to advanced proficiency in MS Office programs, specifically Excel and Word.
Strong written and verbal communication skills.
Strong attention to detail (proofing work, spelling, grammar, formatting, etc).
Ability to effectively collaborate with internal and external customers (i.e., school districts, other CDE units, etc.).
Ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
Ability to work independently as well as on a team.
Ability to lead professional learning in a variety of settings; in person, hybrid, virtual.
