Job Summary

Develop, construct, analyze, manage, coordinate and support various Universal Service filings submitted by the UGI Companies (UGI Gas Division and UGI Electric Division); coordinate and manage associated implementation of same, as required. Major duties include the preparation of gas and electric Universal Service filings to ensure regulatory compliance and for the rate recovery of associated costs for UGI to operate Customer Assistance Programs. Perform or direct monthly management reporting including details of customer participation and spending for all Customer Assistance Programs (LIHEAP, LIURP, CAP, Op Share, ERAP, etc.) Perform or direct responsibilities associated with annual regulatory filings and proceedings such as Base Rate Cases, Universal Service filings, PUC regulatory changes and the implementation of new policies and procedures including but not limited to discovery, witness testimony, rebuttal testimony, rejoinder, and negotiation of favorable settlement outcomes. Represent UGI interest in various industry meetings and collaborative events such as Universal Service Advisory Committee meetings, and Public Utility Commission (PUC) Be Wise events.

Duties and Responsibilities * Utilize SAP and the Customer Outreach System (COS) to develop, publish and analyze current and historic quantitative data, key metrics and trends used in strategic planning, budgeting, forecasting and Universal Service Program performance including monthly customer participation, program expenses, arrearage, shortfall, and energy savings, etc. Identify and interpret business challenges using data and recommend solutions to improve processes. Develop and maintain key performance indicators (KPIs) as appropriate and communicate results to Management through the development of a standardized monthly reporting package. Participate in daily COS calls with the IT Department and Deloitte; serve as the project lead to identify, test, and track system defects and enhancements. * Develop and coordinate Universal Service & Energy Conservation Plan (USECP) regulatory filings made by UGI as required under 52 Pa. Code (Chapter 62). * Direct efforts to work cross functionally with the Accounting Department on month-end close reporting to analyze Universal Service Program expenses and ensure proper reconciliation of program activity. Compile and analyze program expenses and collaborate with the Rates Department to ensure accurate and timely completion of Universal Service Program rate recovery filings submitted to the PUC. Develop and coordinate responses and timely submittal of Base Rate Case discovery brought by regulatory parties. Contribute to, and support management with the development of expert witness testimony, rebuttal testimony, rejoinder, and settlement negotiations. * Assignment and completion of regular/periodic reports and special projects. These regular/periodic and special projects will require working with other departments within the company, and comparable departments of other companies to complete the assignment and meet the stated goals. Perform or direct, in partnership with the Procurement and Legal Departments, the oversight of up to 35 different Community Based Organizations (CBOs) contracts and SOWs to ensure CBOs are delivering on contractual obligations to assist UGI achieve Universal Service Program performance goals. * Actively participate in monthly Energy Association of Pennsylvania conference calls with other Electric and Gas Utility Companies. Analyze and report to management, as required, on Universal Service Program activities by various peer utilities in Pennsylvania to inform management of potential industry trends. Such analysis will include the pros and cons of applying these issues and trends to UGI's Universal Service Programs. The primary source materials will include the PUC website, census data, and contacts at other companies. Knowledge, Skills and Abilities * Detailed knowledge of the utility industry, ratemaking, and various customer assistance programs. * The ability to prepare detailed workpapers and manage the successful completion of timely and accurate regulatory reports submitted to the PUC. * The ability to collect, understand, and analyze customer programs and expense data and communicate to management the impact this data will have on the success of the Universal Service Programs. Experience with SAP (or similar ERP system) used to generate and analyze monthly reports and establish key performance indicators (KPIs). * Excellent oral and written communication skills in order to direct responsibilities as part of various Universal Service filings and/or support of Base Rate Cases. * The ability to interact with internal and external counsel concerning Universal Service Filings, Notice of Proposed Rulemakings, industry comments and reply comments, discovery, and testimony, etc. Also, the ability to effectively communicate cross-functionally with internal departments, external vendors, and consultants, etc. Education and Experience * B.S. in Finance, Accounting, or Business/Economics preferred * 5+ years of regulated utility experience preferred
