Job Description

The Iowa Department of Public Safety is seeking to fill anAccounting Technician 3position within the Finance Bureau of the Administrative Services Division.

Organization Background:

The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection.

The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

Job Duties

Pre-auditor:

  • Responsible for pre-audit function of expenditure and travel claims in accordance with pre-audit procedures to ensure that all disbursements made by the Department of Public Safety are in accordance with the Code of Iowa, administrative rules, the Department of Administrative Services accounting policy and procedures manual, procurement policies, contract terms, and internal departmental policies.

  • Verify that travel and vendor claims payable by the Department of Public Safety are legitimate, properly authorized, accurate and documented, that funding sources are appropriately coded and that the appropriate approvals have been applied to each claim in Workday and the State's I3 accounting system. Track claims returned to employees for corrections, communicate claim errors to staff and ensure necessary corrections are made for the claim to be approved.

  • Serve as liaison between the Department of Public Safety and the Department of Administrative Services - State Accounting Enterprise - Daily Processing Section on all issues related to pre-audit, operating policies and procedures, rules and regulations.

    Lead-worker:

  • Serve in a lead-worker capacity for all Department of Public Safety staff in regard to tasks relative to travel and claims processing.

  • Assist with interpretation of DAS and internal DPS policies and procedures.

  • Provide guidance with respect to policies and proper documentation for, and completion of claims against the department.

  • Serve as point of contact for questions from DPS staff pertaining to application of travel and claims policies and procedures, in particular to staff processing claims for the Department.

  • Train DPS Finance Bureau staff on the travel and claims processing. Research and resolve discrepancies on expenditures in question. Create and maintain travel and claims processing training materials and policy/procedures documents for DPS staff.

    Additional duties related to claims processing:

  • For situations that fall outside of the state's normal payment policies, coordinate and submit Exception to Policy requests to DAS SAE.

  • Track exception requests submitted to DAS SAE for approval, including submission of annual “blanket" Exceptions to Policy at fiscal year-end.

  • Maintain authorized signatures for the Department, including monitoring staff changes to ensure signature lists are updated timely and new signatures are obtained as necessary.

  • Receive, record and track all "held" warrants received from DAS for payments made by DPS.

  • Process duplicate, canceled or expired state of Iowa warrants and communicate with vendors and employees on related warrant requests.

  • Assist staff with vendor processes, including establishing new vendors, updating existing vendors, and direct deposit changes.

    Other Information

    The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

Minimum Qualification Requirements

Graduation from high school or G.E.D equivalency and experience equal to five years of accounting work involving compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal program data using elementary bookkeeping principles and practices;

OR

completion of a post-high school accounting curriculum from an accredited vocational, technical, business or community college, with at least twenty semester hours of accounting coursework;

OR

an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education;

OR

an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience;

OR

employees withcurrentcontinuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
