Job Description

This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

IEDA|IFA is dedicated to fostering economic growth and providing affordable housing solutions. We are seeking a dynamicHR Generalistto join our team and support our Human Resources initiatives.

he HR Generalist will handle a broad range of HR functions including recruitment, employee relations, training, compensation, and compliance.

Key Responsibilities:

Recruitment and Onboarding:

• Manages the recruitment process, including job postings, interviews, and selection.

• Conducts new employee orientations and onboarding programs.

• Coordinates with hiring managers to fulfill staffing needs.

Employee Relations:

• Addresses employee concerns.

• Facilitates communication between employees and management.

• Assists in conflict resolution and disciplinary actions.

• Conducts investigations per DAS instruction.

Training and Development:

• Identifies training needs and organizes training programs.

• Monitors the effectiveness of training programs.

Compensation and Benefits:

• Serves as the IEDA|IFA POC for employee compensation and benefits programs.

• Assists employees with timesheet inquiries.

• Assists employees with benefits-related inquiries.

Compliance:

• Ensures compliance with labor laws and company policies.

• Maintains employee records and documentation.

• Conducts audits to ensure HR practices are compliant.

Section 8 Voucher Compliance and Assistance (20%):

• Review assigned HAP voucher (HUD-52670) requests and compare with HUD TRACS database monthly to ensure current certification in TRACS.

• Assist with administrative functions of the Section 8 Voucher program under the direction of the Section 8 Director.

Qualifications:

• Proven experience in HR administration and management.

• Strong understanding of HR laws, rules, and policies.

• Excellent organizational and communication skills.

• Ability to handle confidential information with discretion.

• Experience with HR Information Systems and compliance requirements.

The Human Resource Generalist position is a non-merit, contract covered position that is classified by the State of Iowa as a Human Resource Professional 1. This position is exempt (salaried) per FLSA regulations.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a Bachelor's degree.

  • A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
