Job Summary:

The Loan Review Officer will provide independent, yet consultative, second line of defense oversight of credit risk and related operational risk in the lending portfolio. This will be accomplished through risk-focused monitoring of lending activities, processes and controls, risk levels and trends and assessing emerging risks associated with various loan portfolios supported by periodic and focused credit reviews of borrowing relationships, if determined necessary.

Primary Functions and/or Responsibilities:

· Monitors sub-rated credits to assure they have been assigned proper risk ratings, and that impairment determinations and analysis have been properly performed. In addition, evaluates, challenges and confirms recommended risk-rating change requests.

· Assesses the performance and the adequacy of the Bank's Current Expect Credit Loss (CECL) program including the assessment of risk rating accuracy in the loan portfolios, risk rating concurrence determinations, individual impairment determinations, calculation performance and calculation evaluation. Supporting duties include maintenance of problem and watch loan lists, performance of risk assessments and economic indicator monitoring to evaluate and challenge qualitative risk factor levels, and the aggregation of CECL data (specific allocations, losses, historical loss, loss emergence period, look-back/anchoring, qualitative factors) to present overall positions and trends for the CECL Committee.

· Assesses and challenges CECL model assumptions & input, monitors & reports economic indicators, and assesses qualitative reserve factors. Continuously evaluates the design and governance process of the model and Framework.

· Assists in supporting and overseeing any outsourced loan review work that is engaged, including participating in third party risk management duties such as vendor selection and approval, vendor due diligence, evaluation of the 3rd party’s work, and the presentation of the vendor's findings to management

· Provides effective challenge and quality risk management recommendations, including process deficiencies or opportunities noted, by engaging with 1st line management to achieve their buy-in and to drive quality response.

· Provides quality, effective and efficient reporting from the activities above, to show the risk condition of the portfolio and the controls, to report on the risk condition to 1st line management in Lending and Credit and to Senior Management and the Board.

· Assists the Loan Review Manager in performing portfolio or portfolio segment stress testing

· Attends Senior Loan Committee meetings to monitor, challenge and participate in trend, concentration, risk rating and new product discussions.

· Provides administrative support for the commercial lending and credit functions, including performance of environmental and appraisal reviews, on a limited basis

· Acts as the back-up to the SLC Secretary, including taking meeting minutes and processing approvals presented.

· Performs other duties as assigned

Education and/or Experience:

This position will be hired at the level in line with experience.

· Loan Review Officer

o College Degree in Business, Finance, Accounting, or Economics preferred

o At least three years of experience underwriting credit; portfolio reviews; evaluation of loan methodology, etc. or a combination of education and experience in a similar capacity

o Prior experience in handling distressed lending situations is preferred

o Prior experience as a bank examiner, credit risk consultant or loan reviewer is preferred

o Appropriate certifications in credit risk, compliance, commercial or real estate appraisal is preferred

o Familiarity with Current Expected Credit Loss (CECL) guidance (ASC Topic 326) and other allowance for loan loss theory preferred

· Loan Review Officer II

o College Degree in Business, Finance, Accounting, or Economics preferred

o At least five years of experience underwriting credit; portfolio reviews; evaluation of loan methodology, etc. or a combination of education and experience in a similar capacity

o Prior experience in handling distressed lending situations is preferred

o Prior experience as a bank examiner, credit risk consultant or loan reviewer is preferred

o Familiarity with Current Expected Credit Loss (CECL) guidance (ASC Topic 326) and other allowance for loan and lease loss theory preferred

o Appropriate certifications in credit risk, compliance, commercial or real estate appraisal is preferred

Specific Skills, Knowledge & Abilities:

· Knowledge of State and Federal banking laws and regulations applicable to bank lending activities for all transactions and Other Real Estate Owned (OREO)

· Knowledge of supporting loan documentation, bankruptcy laws, and procedures for foreclosure, repossessions, asset sales, etc.

· Knowledge of bank accounting for Foreclosure and OREO

· Knowledge of Current Expected Credit Loss (CECL) accounting and methodologies

· Knowledge of lending regulatory and appraisal compliance

Hiring Salary Range

The hiring range below reflects targeted base salary. Actual compensation will be determined based on the candidate’s prior related experience & education and will be finalized at the time of offer. In addition to base salary, most positions are also eligible to participate in our annual bonus program. Select positions may also be eligible to earn incentives and/or commissions.

Loan Review Officer: Hiring Salary Range: $64,000 - $80,000

Loan Review Officer II: Hiring Salary Range: $73,000 - $90,000
