Job Description

This is a non-merit position with the Iowa Iowa Finance Authority . Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Finance Authority (IFA) is committed to supporting affordable housing initiatives and creating opportunities for Iowans, communities and businesses to thrive. As part of our team, you’ll play a crucial role on our Asset Management team, ensuring that housing projects thrive and communities flourish.

As an Underwriter, you will conduct underwriting analyses related to IFA’s loan programs, including: Multifamily Loan Program, Low Income Housing Tax Credits (LIHTC), HOME, National Housing Trust Fund, and other special purpose grant programs. Your keen analytical skills and attention to detail will help determine the feasibility of proposed projects. You’ll collaborate with various stakeholders to ensure successful loan closings and adherence to state and federal housing regulations.

General Duties (summary):

Multifamily Loan Program Administration:

  • Creates loan origination pipeline for Multifamily Loan Program

  • Conducts detailed underwriting analysis of proposed loans

  • Analyzes revenues/expenses to develop multi-year financial projections for each property

Asset Management:

  • Performs Asset Management duties that includes reviewing financial, rent, occupancy, compliance and loan data to monitor the health of agency loan portfolio

  • Monitors the health of the loan portfolio on a monthly and quarterly basis

Underwriting:

  • Performs underwriting activities for assigned Iowa Economic Development Authority and Iowa Finance Authority programs and provides guidance on real estate issues

The Underwriter position is a non-merit, contract covered position that is classified by the State of Iowa as a Management Analyst 4. This position is exempt (salaried) per FLSA regulations.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to six years of full-time work in management analysis, two of which must have involved advanced technical analysis.

2) Graduation from an accredited four-year college or university with a degree in business analytics, data science, statistics, mathematics, management information systems, or industrial management, and experience equal to six months of full-time work in data analytics.

3) Graduation from an accredited four-year college or university with a degree in any field and possession of a professional certificate in data science or data analytics.

4) Graduation from an accredited college or university with a graduate degree in business analytics, data science, statistics, mathematics, business, management information systems, or industrial management.

5) All of the following (a, b, and c):

a. Two years of full-time work experience in technical management analysis; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

c. A total of four years of graduate-level education and/or full-time experience (as described in part a), where thirty semester hours of accredited graduate college or university course work in public or business administration, industrial management, management information systems, financial management, or a closely-related field equals one year of full-time experience.

6) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Management Analyst 3.
