JOB SUMMARY:

This is a variety of routine unskilled and semi-skilled general labor, maintenance and construction work for the utility divisions. Employees of this class usually have no supervisory responsibilities, but may occasionally be called upon to do so. Work is performed under the general supervision of a crew leader. This position is distinct from all other positions in that more than half the time is spent performing manual labor.

ESSENTIAL FUNCTIONS: (May not include all of the duties, nor do the listed examples include all tasks which may be found in positions of this class.)

  • Performs a variety of routine unskilled and semiskilled general labor, maintenance and construction work.
  • Operates a variety of trucks and other public works maintenance equipment including a variety of hand and power tools occasionally as assigned.
  • May operate heavy equipment in a learning capacity.
  • Loads and unloads trucks in a variety of situations.
  • Excavates and fills trenches and ditches.
  • Clears debris from culverts and ditches. Picks up refuse and other materials from streets and alleys.
  • Does manual labor in a variety of situations in Public Works maintenance repair, parks, streets, and related activities.
  • Does manual work in preparing surfaces for paving, mixing concrete, and breaking up paved surfaces.
  • Uses tools such as shovel, rake, jackhammer and tampers.
  • Assists Collection Technicians and Water Technicians in different aspects of their jobs; cross trains in the collections and water functions.
  • Assists in maintaining/installing and repairing all aspects of the water and wastewater collection system, including valves, hydrants, water mainlines, sewage lines, constructing storm drainage lines and manholes.
  • Replaces, installs, and raises manholes, frames, and lids.
  • Operates a closed-circuit television inspection equipment to monitor the integrity of sewer lines.
  • Performs routine preventive maintenance and repair on operational equipment.
  • Assists in maintaining, compiling and updating operations logs and reports.
  • Services, maintains, and repairs pumps, motors, valves, flows charts, and meters.
  • Maintains tools and equipment.
  • Responds to urgent situations on-call as required.
  • Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City\'s Safety Handbook.
  • Maintains the integrity, professionalism, values, and goals of the City by assuring that all policies, rules and regulations are followed and that accountability and public trust are preserved.
  • Supports the relationship between the City and the constituent population by demonstrating courteous and cooperative behavior when interacting with residents, visitors and City staff; enthusiastically promotes the Citys goals and priorities in compliance with all policies and procedures.
  • Maintains regular and reliable attendance.
  • May perform other related duties as may be assigned from time to time.

EVALUATION FACTORS:

Desirable Skills, Knowledge, and Abilities:

  • Knowledge of basic tools, materials, equipment, techniques and procedures used in Public Works and safety work.
  • Ability to operate such tools and equipment efficiently and safely.
  • Knowledge of operation of a variety of motorized and power equipment.
  • Knowledge of OSHA compliance and regulations as they pertain to the functions of this position
  • Ability to communicate effectively, understand and follow written or oral instructions, and keep simple records.
  • Ability to perform a wide variety of heavy unskilled and semiskilled manual labor for extended periods of time under unfavorable climatic conditions.
  • Ability to operate light to medium equipment in a learning capacity.
  • Ability to establish and maintain effective working relationships with associate personnel and the general public.

Responsibility:

  • Moderate supervision received.
  • Decision-making governed by procedure and focused on daily operations.
  • Continually responsible for proper work methods and moderately responsible for the safe operation of equipment which is directly related to safety of worker, fellow workers, and general public.
  • Continually care for and occasionally maintain related equipment.

Effort:

Duties involve heavy and strenuous manual labor at an intermittent pace.
