Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Stormwater Services Division within the Department of Public Works (DPW). This division is responsible for: stormwater infrastructure design, construction and maintenance, environmental assessments and monitoring, Capital Improvement Program management, stormwater infrastructure asset management, stormwater development review, watershed improvement planning efforts, stormwater retrofits, green stormwater infrastructure projects, and stream restoration projects.

This position is responsible for managing DPW’s Stormwater Services division and ensuring that the City's stormwater program maintains compliance with all applicable state and federal environmental permits and laws. This includes management of all Municipal Separate Storm Sewer System (MS4) issues, all National Pollutant Discharge Elimination System (NPDES) permitting requirements, and the Total Maximum Daily Load (TMDL) program. In addition, this position works to ensure that the stormwater utility fund is balanced on an annual basis and works with the DPW’s business services team and the City’s Finance Department to maintain a positive cash flow for the utility. This position will also be responsible for the management of several major capital improvement projects; from concept to construction and final project close-out.

Additional responsibilities will include developing and implementing cross-divisional work strategies, internal and external functional coordination, facilitation of short, medium and long-range planning efforts for stormwater management and development of team and individual work plans for the stormwater division staff. Coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of DPW.

This position will require a skilled manager who is capable of effective and diplomatic communication of complex, technical or politically sensitive concepts. In addition, this position will require significant experience in the matters of stormwater services, project management, engineering principles, public contract law, capital improvement budgeting and personnel management. Strong verbal and written communication skills are needed for routine communication and interaction with divisional and departmental staff, coordination with other City departments, public interactions, and contractors.

Other duties include providing administrative, technical and contractual support, attendance at various Council, departmental and community meetings.

Duties/Responsibilities

  • Assists in managing the development and implementation of department goals, objectives, policies, and priorities; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.

  • Assumes management responsibility for assigned services and activities of the Stormwater Division of the DPW; including design and bidding of public improvement projects related to stormwater management, assessing and providing assistance with private property drainage issues, field inspection of select projects, reviewing and resolving customer service issues, implementing and refining the stormwater infrastructure asset management program, oversight of stormwater development review, management of watershed improvement planning efforts, providing oversight and management of stormwater retrofits and green stormwater infrastructure projects, stormwater Capital Improvement Program management and management of various related functions and program areas.

  • Assists in directing and coordinating work plans by assigning projects and areas of responsibility, evaluating work methods and procedures, identifying, and resolving problems, assessing and monitoring workloads, administrative and support systems and internal reporting relationships, identifying opportunities for improvement, and directing and implementing changes.

  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; plans, develops, and implements methods and procedures designed to improve operations, minimize operating costs, and promote the most efficient use of labor and materials; recommends, within departmental policy, appropriate service, and staffing levels.

  • Oversees and participates in the development and administration of the Stormwater Division operating budget and Capital Improvement Program budget; participates in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments as necessary.

  • Establishes and monitors various components of the Stormwater Utility budget, including assuring the stormwater utility is financially self-supporting through accurate record keeping of revenues and expenditures.

  • Manages, directs and schedules complex public works projects and programs.

  • Provides responsible staff assistance to the Director of DPW; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to stormwater programs, policies and procedures as appropriate.

  • Assists in selecting, motivating, and evaluating department staff; provides or coordinates training and works with employees to correct deficiencies; and assists in implementing and administering disciplinary and termination procedures.

  • Negotiates agreements and contracts with divergent interests.

  • Reads and interprets engineering and construction plans and specifications, and various environmental reports; and interprets them to others.

  • Participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence to the City Council and City management.

  • Represents the department to other City departments, elected officials, and outside agencies by coordinating department activities with other departments, agencies and organizations.

  • Responds to and resolves difficult and sensitive citizen inquiries and complaints; meets with and represents the City at various neighborhood meetings to explain stormwater management projects and issues.

  • May serve as the project manager for various major capital improvement projects.

  • Serves as part of the Emergency Management Team within the DPW and responds to natural disasters and other emergency operations.

  • May perform the duties of the Director of DPW in his or her absence.

  • Performs other duties as assigned or required.

Minimum Qualifications & Experience

  • Bachelor’s degree in civil or environmental engineering, Environmental Sciences, Natural Resources or a directly related field.

  • Nine years of progressively responsible professional engineering and/or construction/project management experience.

  • North Carolina Professional Engineering (PE) registration required within 6 months of hire.

  • Professional experience must include significant management and supervisory experience of technical, professional, and paraprofessional staff.

  • Some assignments may require a valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.

Additional Preferred Skills

  • Experience managing a staff of 20+ in a municipality or county government.

  • Experience managing multiple capital improvement projects for a municipality, county government or state government.

  • Experience communicating with elected officials regarding public works programs or projects.

  • Experience creating annual operational budgets and multi-year capital improvement program projections for inclusion in a 5-year capital improvement program.

  • Six or more years of experience in the management of a stormwater utility within North Carolina or the southeastern U.S.

  • Six or more years of experience in the design, review, construction and maintenance of stormwater infrastructure.

  • Municipal experience within a Public Works or Utility Department.

  • Technical knowledge of stormwater planning, design and program management.

  • Municipal utility rate model management.

  • Experience managing engineers, scientists, business analysts, etc.

  • Knowledge of stormwater and utility regulatory requirements for the City of Durham, the state of North Carolina and the federal government.
