Talbot County Government Administrative Assistant - Permit Technician I in Easton, Maryland
Summary:
The Permit Technician I role aids the offices walk-in and phone clients, County staff and other organizations associated with permit, plan, and process requirements and issuance of building permits and associated trade licenses. Permit Technician I will maintain certification and experience to review plans and permit documents to verify accuracy and completeness.
Essential Duties and Responsibilities:
- Provides general assistance to applicants and the public with questions about the County comprehensive plan, zoning ordinance, subdivision ordinance, forest conservation, floodplain ordinance and other planning information associated with the department. Explains to the general public code applicability, land use and property location requirements.
- Reviews building permit and Trade applications, construction plans, specifications, permits and related project documents to determine compliance with applicable codes, laws and regulations to floodplain, critical area, zoning, and related State and Federal regulations.
- Coordinates with applicants, other departments, commissions and outside agencies to facilitate additional review requirements to ensure expeditious permit processing.
- Provides support and technical assistance to administrative, enforcement, development review and comprehensive planning staff as required
- Assists as necessary and performs certain administrative or development duties when the normally responsible staff member is unavailable.
Qualifications:
- Graduation from an accredited high school
- Experience reading and interpreting construction plans and building codes, using architectural and engineering scales, interviewing customers to obtain information.
- ICC Permit Technician I certification (or ability to obtain certification within 12 months of promotion/hiring.
- Thorough knowledge of business English, spelling, and punctuation. Knowledge of construction plans, construction terminology, construction practices, and basic math.
- Thorough knowledge of office procedures and equipment, answering multiple phone lines, filing, and using different types of office equipment, very good organizational skills.
- Ability to operate word processing and basic computer equipment, proficient with Microsoft Word, and either proficient with or become proficient with Microsofts Access, Excel, and Outlook.
- Working knowledge of MUNIS and any other required software.
- Ability to interview and obtain information from customers to determine their needs and project specifications.
- Performs records research and assists in filling Public Information Act requests.
- Ability to review simple residential projects and plans to ensure that code requirements are met.
- Ability to read, understand and explain legal documents, codes, rules and regulations.
- Ability to maintain files and permanent records consistently and accurately in a manner consistent with office procedures.
- Ability to establish and maintain effective working relationships with associates, officials, and the public and to convey a professional and welcoming attitude to all who contact the office.
- Ability to express concepts effectively both orally and in writing.
- Very good proofreading skills.
- Ability to handle multiple tasks, set priorities and meet deadlines.
- Able to read and apply all rules and regulations accurately and consistently.
