Position Summary: MILVETS Systems Technology, Inc. is currently seeking a full-time Cost Analyst, Journeyman.  Advanced Microsoft Office Suite skills and the ability to use Outlook, Access, PowerPoint, and Word required. Must have excellent attention to detail, written and oral communication skills. Must be proficient in the English language.

Responsibilities:

  • Independently oversee all aspects of economic analysis to evaluate the costs of alternative ways to accomplish functional IT project objectives, analyze hardware, software, and resource investment costs, benefits, and risks.

  • The incumbent will work with personnel throughout ISD, other Logistics Centers, and other divisions to identify the cost of doing business now and in the future, ensuring that cross- functional, security, and other integration issues are addressed.

  • The incumbent will conduct an analysis of system vulnerability management, remediation costing and develop the necessary plan of action and milestones cost analysis for security vulnerabilities and financial audits.

  • Once an IT requirement has been identified the incumbent will conduct analysis, development, and implementation for various IT projects in ISD.

  • Once a requirement has been identified, the incumbent will conduct market research and complete project planning.

  • The incumbent will ensure the project analysis is consistent with applicable regulations and policies, while also ensuring the analysis will support internal or external compliance.

  • The incumbent will participate in project management, maintain and track action items, and keep the management team updated on the project status.

  • The incumbent will refine Levels of Effort for software development, project and hardware upgrade costing.

  • The incumbent will follow statutory requirements to assist in budget formulation, execution, analysis, problem resolution, program build briefings, and development of budget descriptions and justifications.

  • Prepares independent cost estimates, develops life-cycle cost estimates and analyses, and performs cost benefit and economic evaluations.

  • Collects cost and technical data, develops cost estimating methods to include modeling and statistical analysis and develops cost instructions and policies/procedures.

  • Experience providing management and support in the areas of budget, billing, reporting, and financial management for IT initiatives preferred.

  • Participate in continuous improvement projects; take advantage of tools and programs that will increase the efficiency and accuracy of accounting practices.

  • The incumbent will manage multiple concurrent project tasks, develop schedules, and formulate plans and milestones.

  • The incumbent will draft correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation as needed.

  • The incumbent will also identify and develop methods, plans, and documents to streamline operating procedures, reports, and systems to improve operations, achieve savings, and encourage long range planning to assure the program/project produces results in a cost-effective manner.

    Experience:       

    Qualifications: Bachelor’s or associate degree in related field or at minimum Information Technology (IT) Certification. OR High School Diploma

                            Minimum of three (3) years of experience with using business analysis and data visualization tools beyond Excel (i.e. COGNOS, Tableau, VBA, SAS, SAWL) preferred.

    Certifications: Requires DoD Approved 8570 Baseline Certification IAT Level II.  (Eg. CompTIA Sec+)

    Clearance:     Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; an Active United States Department of Defense Secret clearance is required.
