Pacific Air Forces Conservation Law Enforcement Officer in Elmendorf AFB, Alaska

The primary purpose of this position is to provide for implementation of conservation law enforcement program activities related to the enforcement and investigation of natural and cultural resources and outdoor recreation program regulations, laws, and policies on the Joint Base Elmendorf-Richardson, Alaska. Responsibilities This is a developmental position with known promotion potential to the target position of Conservation Law Enforcement Officer, GS-1801-09. Incumbent works closely with the supervisor in performing duties identified in the full performance core personnel document/core document. GS-07/09: Provides enforcement and protection of natural and cultural resources. The incumbent performs developmental criminal investigative assignments with increasing complexity. Ensures compliance in outdoor recreation programs meeting customers' needs and ensuring that JBER personnel, residents and recreators are compliant with regulatory requirements. Assists in developing human/wildlife conflict monitoring and avoidance program, participates in special initiatives, studies, and projects. Conducts conservation law enforcement investigations and coordinates conservation law enforcement investigative activities for assigned CLEOs and Military Conservation Agent personnel. Requirements Conditions of Employment Qualifications Conditions of Employment (Continued): Shift work may be required, including changes with short notice. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position may be filled at the GS-07 with promotion potential to the GS-09. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. This is a developmental position with known promotion potential to the target position of Conservation Law Enforcement Officer, GS-1801-09. Incumbent works closely with the supervisor in performing duties identified in the full performance core personnel document/core document. A pre-employment physical is required for this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes incumbent must apply knowledge of the criminal investigative process and skills in fact finding, analysis, and reporting to perform assignments of limited complexity. Knowledge of the principles and concepts; pertinent laws, statutes, and guidelines; precedents decisions and rulings of applicable varied cases investigated; investigative methods and techniques; requirements of various legal jurisdictions; and knowledge of criminal methods of operation. Knowledge of evidence, criminal evidence procedures, and court procedures concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and related investigative and law enforcement matters. OR EDUCATION: continued in education below FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Knowledge of the principles and concepts; pertinent laws, statutes, and guidelines; precedents decisions and rulings of applicable varied cases investigated; investigative methods and techniques; requirements of various legal jurisdictions; and knowledge of criminal methods of operation. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07: Knowledge of fundamental principles, concepts, methodologies, laws, regulations of the inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, criminal and case law precedents related to natural and cultural resources regulations/law enforcement. Ability to learn basic techniques of the classified title. Skill in communicating factual and procedural information clearly, both orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, consult effectively with co-workers, and work as a member of a team. GS-09: Knowledge of and skill in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, criminal and case law precedents related to natural and cultural resources regulations/law enforcement. Knowledge of broad range of natural resources law enforcement situations with the ability to manage enforcement. situations from escalation to dangerous conflicts. Skill in strict meticulous accountability for data and/or items, and ability to withstand legal scrutiny. Skill in conducting investigations, interviewing fact finding and data analysis; approaching individuals who may be fearful, skeptical or uncooperative during investigation questioning; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolve complex problems. Able to deal effectively with others to gain their confidence and cooperation. Skill in organizational management and interpersonal relationships required to manage and train volunteers and coordinate program requirements with resources outside Civil Engineering. Ability to analyze encroachment or law enforcement activity trends and develop adaptive management techniques, action plans and follow through to correct program deficiencies. Ability to communicate effectively, both orally and in writing and explain conservation regulations to stakeholders, and members of the public. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
