Anticipated Work Schedule:
Full-time (Monday-Friday) 40 hours per week with some nights and weekends as needed. Participation in Town Council meetings will be required, as needed.

DUTIES AND RESPONSIBILITIES:
Engineering
Performs advanced engineering review of developments including water, sewer, storm water drainage, and roadways; reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town of Erie requirements. Responsible for making the engineering determination for Initial and Final Acceptance of all public improvements associated with development related projects. Develops, maintains and administers the Town Construction Standards and Specifications in consultation with other Town Departments. Performs contract administration for consulting and construction projects and enterprise fund capital projects for the Engineering Division. Provides expert opinion, guidance to and in coordination with the Transportation and Mobility Division in developing the pavement management program. Coordinates with other Town Departments regarding major capital projects that involve civil engineering components including but not limited to transportation, storm drainage systems, water and sewer utilities, and streets. In coordination with the Utilities Department and other Divisions in the Public Works Department, recommends capital improvement budgets and plans including short- and long-term goals, objectives, action plans, cost estimates, project scope, and funding recommendations. Oversees, updates, and enforces the Town's Standards and Specifications. Collects input from other Town staff on proposed changes to the Standards and Specifications. Coordinate with the Transportation and Mobility Manager on traffic studies and traffic related internal and external inquiries. Engages in, or assigns staff to attend, various regional committees and stakeholder groups. Builds relationships with other departments, developers, consultants, contractors, citizens and community groups.
Administrative
Develops and implements policies and procedures for the engineering division. Prepares, reviews, and presents to Town Council on agenda items and staff reports. Present information to public groups and other public and private agencies and at Town Council meetings. Develops and implements quality control programs. Assures that responsibilities are performed in compliance with federal and state regulations, Town policies and procedures, the Town's Standards and Specifications, and the Town's Municipal Code. Plans, assigns and directs work for the engineering division Addresses questions and concerns, manages conflict, and resolves problems both internally and externally. Reviews work of other professional staff for technical accuracy and completeness. Prepares and monitors annual operating budget for the Engineering Division and provides related reports. Ensures that responsibilities are performed within budget. Prepares and monitors Capital Improvement Project budgets in coordination with staff from other Town Departments. In coordination wit the Finance Department, Manages grant applications and agreements with agencies such as CDOT, FEMA, and DOLA. In coordination with other Town Departments, coordinates with regulatory agencies, members of the business community, and the public. Works closely with Human Resources on recruitment for positions within the Engineering Division Performs related work as required and assigned.
Supervisory
Provides day-to-day oversight of the Engineering Division including capital projects, development review, construction inspections, stormwater management, and GIS. Oversees the development review process and implementation of the utility and drainage strategic plans. Develops and oversees the engineering division work plan under supervision of the Public Works Director Provides technical direction, oversight, and leadership to assigned staff to maintain efficient and effective operations. Supervises development review, participates in development agreement reviews, and meets with developers, engineers/planners; assists with technical issues as part of the land use process.
