Position Summary The Behavioral Health Management team includes two managers. One holding an LPC license and providing supervision of LPC Interns. This position will provide supervision of LCSW Interns. The two managers work together to support the QMHP staff and oversee the operation of the program. The Behavioral Health Manager (BH Manager) oversees the Behavioral Health Program and provides counseling services to people living with and at risk of HIV. The BH Manager facilitates and supports internal and external coordination, collaboration, partnership, and quality improvement. This position oversees billing and use of electronic health records and works to ensure that the services and agency are following all State, Federal and local regulations. The BH Manager is part of the Management team and works with the Directors Team members to accomplish agency, program, budget and equity goals. They will support and train the new staff and identify strategies to streamline the work of staff and to help stabilize the program during staff turnover. This position provides clinical supervision to QMHPs. This position promotes the programs\' use of interns and volunteers, resource development, and the creation of advisory councils. The BH Manager handles much of the day-to-day internal and external program management for all behavioral health programs. This person acts as a point of contact and oversees these services, especially with regard to the flow of information at the agency. The Behavioral Health Manager will maintain an active case load making up .60 - .75 of their total FTE with manager-specific duties making up the remaining FTE. The Counseling Program provides fee-for-service psychotherapeutic services to clients living with HIV and those at risk; currently, about 50% of the Counseling Program clients are people living with HIV, 75% are members of LGBTQ+ communities, 30% are members of trans and gender-diverse communities, and most are on Oregon Health Plan. Counselor program staff and interns will be supervised directly by the Behavioral Health Manager. Essential Functions and Responsibilities Provide leadership to further HIV Alliance\'s mission, strategic objectives, core values and philosophy of harm reduction and team building approaches. Clearly communicate HIV Alliance\'s vision, values and mission to agency staff and stakeholders and implement strategies to mobilize corresponding planning and action. Help ensure the flow of information and communication between the ED and direct service staff and managers Provide timely responses to data, draft proposals, and identification of potential funding sources.
