We are seeking a mid- to high-level (8 years or more) Civil or Structural Engineer to support our client, FEMA Building Science with improving natural hazard resiliency for US building stock. This involves researching to understand the root cause of building damage from natural hazard events, development of mitigation measures, and communicating this information to stakeholders. Successful candidates would work with other CDM Smith staff to develop technical engineering publications and present training information to design professionals to improve building techniques to mitigation natural hazard losses. Other work includes supporting the development of building codes, engineering standards, and FEMA policy, and providing technical support when FEMA works with other federal agencies with a focus on wind and flood resiliency. This position would also present the outcomes of the research and/or the publications at workshops, seminars, and conferences. Additionally, internal consulting will be provided within CDM Smith on climate resiliency projects.
Candidates should have a background in civil, structural, coastal, forensic or architectural engineering or architecture. The ideal candidate will also have experience collecting and analyzing large qualitative and quantitative engineering data sets, collaborating with multiple contractors, and providing technical expertise and best practices in the construction of residential and commercial buildings. This job presents an opportunity for a successful candidate to have a direct influence on the improvement of national resiliency as climate change increases the severity of natural hazards.
- Candidates must be a U.S. Citizen and be able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.
This is an optional full-remote position unless successful candidates elect to work in a local office.
Responsibilities:
Technical Engineering Content Development: Author and manage the development of technical publications related to civil and structural engineering, ensuring high-quality content that meets the needs of various stakeholders.
Presentation and Facilitation: Present technical information at workshops, seminars, and conferences, and create effective PowerPoint presentations for clients. Facilitate working sessions and provide technical guidance.
Data Analysis: Collect, analyze, and interpret large qualitative and quantitative data sets to support project goals and inform decision-making.
Collaboration: Work closely with clients and multiple partnering contractors to provide technical expertise and support management contractors in achieving project objectives.
Field Data Collection: Conduct organized field/construction data collection, ensuring accuracy and completeness for use in analysis and reporting.
Hazard Expertise: Apply knowledge of hazards such as wind, flood, fire, or seismic events in developing technical content and analysis.
Building Codes and Standards: Utilize knowledge of the I-Codes suite, ASCE 7, ASCE 24, NFPA, and other relevant design and construction standards to ensure compliance and best practices in projects.
Application of FEMA policies related to building codes and standards across all federal agencies.

Minimum Qualifications:
Bachelor's degree in Civil, Environmental, or Mechanical Engineering or related discipline.
Professional engineering (PE) license.
7 years of related experience.
Domestic and/or international travel may be required.
The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications:
Familiarity with how residential and commercial buildings are constructed.
Experience in hazard analysis, particularly wind, flood, fire, or seismic events.
Knowledge of building codes and standards, such as the I-Codes, ASCE 7, ASCE 24, NFPA, and other relevant standards.
Understanding of FEMA organizational structure and the connections between different components within FIMA/FEMA.
Understanding of FEMA policies related to building codes and standards, and how they apply across all federal agencies.
Navigation of design processes and construction techniques for repair and mitigation projects, as well as the requirements for FEMA-funded mitigation projects.
Understanding various funding avenues from FEMA, such as NFIP, HMA, and EMPG.
Familiarity with the FEMA Building Sciences Branch library and the publications they have developed.
Familiarity with CFR 44 and floodplain management regulations.
Understanding of how building codes and standards are implemented at the state, local, tribal, and territorial (SLTT) levels.

Skills and Abilities:
Expert Knowledge of computer assisted design and drafting (CADD) 3D and 4D software and practices. Expert Knowledge of engineer principles of design. Expert Knowledge of Microsoft business software (excel, word, etc.). Excellent verbal and written communications skills. Expert knowledge of federal, state and local regulations.
