FAIRFAX COUNTY Community Engagement Specialist (Emergency Mgmt Specialist I) in Fairfax, Virginia

Under the supervision of the Community Engagement Manager, this position coordinates emergency preparedness initiatives in the community by managing volunteers, conducting preparedness presentations and webinars, writing articles, and developing social media content. Works internally with staff to ensure inventory and adequate preparedness supplies are available. Collaborates with the Access and Functional Needs Planning Specialist in preparedness activities involving the Access and Functional Needs community. Recruits and manages the Emergency Management Volunteer Corps and assists with the recruitment, training, and exercising of the Volunteer Emergency Team, who will support significant or planned events within the county. As many of the community preparedness events are conducted after hours or on the weekends, the work schedule will be flexed as needed. This position in will be required to work in the Emergency Operation Center (EOC) during activations that may require 12 hour or longer shifts which may include evenings, weekends and holidays. Maybe required to report to work regardless of the emergency situation.

  • Perform ICS position specific or ESF function roles in day to day operations or during EOC activations;
  • Assists in facilitating and convening meetings with county agencies, recommends appropriatecourses of emergency action, establishes emergency planning guidelines, and ensurescompliance with federal, state and county emergency management guidance;
  • May prepare and present speeches to civic and community organizations to promote emergencypreparedness;
  • Collect and disseminate emergency information through coordination activities with senior
  • emergency management staff;
  • May serve as an alternate or backup for DEMS on assigned local, regional and state committees;
  • Monitor a variety of technology and communications equipment housed in the agency
  • Prepares routine finding reports;
  • Provides assistance to other staff as needed.
Required Knowledge Skills and Abilities

  • Knowledge of emergency disaster plans of local, federal and state governments;
  • Basic knowledge of the capabilities of information technology, software and hardware;
  • Ability to demonstrate interpersonal and organizational skills;
  • Ability to effectively present materials and findings in oral and written formats;
  • Ability to develop, implement and evaluate program goals and objectives;
  • Ability to effectively coordinate a variety of emergency management related activities;
  • Ability to prepare user manuals.
Employment Standards

MINIMUM QUALIFICATIONS:: Any combination of education, experience, and training equivalent to the following:{tabindex="0" target="blank"}(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields. PREFERRED QUALIFICATIONS:

  • Experienceworking with various community groups (e.g. homeowners associations, faith-based organizations) in supporting community engagement program or projects.
  • Program administration and management experience.
  • Experience conducting programs for diverse populations.
  • Experience managing a budget and inventory of items.
  • Experience in volunteer recruitment, management, and engag ment.
  • Experience in Bilingual Communication.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, child protective services registry check, and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS: The position requires individual to be able to lift up to 25 pounds, speak articulately in person and on the telephone, work long periods at a desk, walk over rough terrain on occasion, and fully participate as required as a civilian member of an emergency response organization.All duties may be performed with or without reasonable accommodations.
